Prohibits retail establishments from providing single-use checkout bags to customers, except in certain cases. Prohibits restaurants from providing single-use checkout bags to customers. Requires retail establishments to charge not less than five cents each for recycled paper checkout bags, reusable fabric checkout bags or reusable plastic checkout bags provided to customers, except in certain circumstances. Requires restaurants to charge not less than five cents each for reusable plastic checkout bags provided to customers, except in certain cases. Establishes certain preemptive restrictions on local governments. Requires Department of Environmental Quality to report on certain impacts. Punishes violations by maximum fine of $250 per violation. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.

Requires Secretary of State to randomly select for examination accounts of political committees. Requires that examinations occur four times per calendar year and determine whether committee accurately and timely complied with filing requirements during three months immediately preceding examination. Permits Secretary of State or Attorney General, upon reasonable suspicion of violation, to examine accounts of person, political committee or petition committee being investigated as result of elector filing complaint alleging violation of election law or rule. Permits Attorney General, during investigation of election complaint, to issue subpoena to compel production of relevant documents or information.
Specifies minimum coverage required of construction contractor public liability, personal injury and property damage insurance. Requires that contractor proof of insurance coverage include written coverage description by insurer. Requires reformation of policy if insurance coverage is less than stated in written coverage description by insurer.
Applies to Congress to call convention for purpose of proposing amendments to United States Constitution that address campaign finance reform.
Directs Department of State Police to establish voluntary firearm Do Not Sell List using secure Internet website. Specifies requirements of website and procedures for adding and removing participants from list. Creates offense of unlawful transfer of a firearm to a Do Not Sell List participant. Punishes by maximum of $1,000 fine. Creates crime of making a false statement in connection with the Do Not Sell List. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Creates civil cause of action if person inquires about or considers person's status or previous status on Do Not Sell List when determining eligibility for certain purposes. Prohibits court from considering participation on list, or request to be added to or removed from list, in any legal proceedings except in specified circumstances. Provides that it is unlawful employment practice to obtain or use for employment purposes status of employee or applicant as participant or previous participant on Do Not Sell List.
Requires school districts to provide instruction on organ and tissue donation and education. Takes effect July 1, 2020.
Enacts Interstate Compact for Agreement Among the States to Elect the President by National Popular Vote.
Establishes Task Force on Lobby Ethics. Directs task force to study and make recommendations to improve and standardize lobby ethics and to improve transparency on how money and lobbying impact decision making within legislative process. Sunsets task force on December 31, 2020. Takes effect on 91st day following adjournment sine die.
Extends maximum period Oregon Opportunity Grant may be renewed from equivalent of four full-time undergraduate years to equivalent of six full-time undergraduate years. Authorizes Higher Education Coordinating Commission to award additional moneys to Oregon Opportunity Grant recipients who can demonstrate that they experienced new economic hardship after grant was awarded.
Commends Mt. Hood Community College and Sandy River Watershed Council for collaborative work in improving fish habitat.
