Exempts receipts from sales of basic necessities from commercial activity subject to corporate activity tax. Defines "basic necessity." Takes effect on 91st day following adjournment sine die.
Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
Requires Oregon Health Authority to take specified steps to ensure foster child's continued access to health care when foster child relocates to area not served by foster child's coordinated care organization. Declares emergency, effective on passage.
Prohibits person from performing or attempting to perform abortion if abortion is because of sex of unborn child. Allows specified persons to bring action for damages or injunctive relief against person who performed or attempted to perform sex-selective abortion. Allows court to impose fines for contempt of court of up to $100,000 per violation. Allows court to award attorney fees to prevailing party.
Resolves that in each biennium, Legislative Assembly shall appropriate from General Fund to Department of Veterans' Affairs amount that is no less than amount appropriated from General Fund to Department of Veterans' Affairs in biennium beginning July 1, 2015, as adjusted.
Removes sunset on provisions that allow certain nonresident students to attend public schools as resident students for purposes of State School Fund distributions. Declares emergency, effective July 1, 2019.
Requires certain state agencies and colleges at Oregon State University to conduct certain studies on opportunities for greenhouse gas sequestration by and emissions reductions from activities related to Oregon's natural and working lands and in Oregon's forest products, agricultural and building materials industries, transportation sector and electricity sector. Sunsets requirements for studies December 31, 2020. Requires State Forestry Department and Department of State Lands to pursue agreements for shared stewardship of national forests between State of Oregon and United States Forest Service Pacific Northwest Region, with key purpose of reducing greenhouse gas emissions related to wildfire. Increases, to two, number of reviews of clean fuels program required to be conducted by Department of Environmental Quality. Directs State Department of Energy to complete second study on impact of Oregon renewable portfolio standards on jobs in this state no later than September 15, 2020. Takes effect on 91st day following adjournment sine die.
Allows pharmacist or pharmacy technician to transfer drug containing pseudoephedrine without prescription to person who is at least 18 years of age and presents person's valid government-issued photo identification. Requires pharmacist or pharmacy technician, prior to transfer, to submit specified information into electronic system designed to prevent illegal transfer of drugs containing pseudoephedrine. Requires pharmacist or pharmacy technician to record specified information about transfer of drug containing pseudoephedrine. Specifies maximum amount of pseudoephedrine that person may receive without prescription. Establishes storage requirements for drug containing pseudoephedrine. Clarifies that measure does not apply to drugs transferred pursuant to prescription. Punishes violation by 364 days' imprisonment, $6,250 fine, or both. ] Allows pharmacist to prescribe and dispense pseudoephedrine to person who is at least 18 years of age and who provides to pharmacist person's valid government-issued photo identification. Requires pharmacist to query prescription monitoring program prior to prescription and dispensation. Limits amount of pseudoephedrine person may receive. Allows State Board of Pharmacy to adopt rules. Removes provision subjecting records of specified transactions to inspection by board and law enforcement agencies. Becomes operative January 1, 2020. Requires that, to extent provided by Oregon Liquor Control Commission rules, if appellation of origin on wine label is American viticultural area in Oregon that is in larger American viticultural area, label must also identify larger American viticultural area. Requires commission to make requirement applicable by rule within Willamette Valley viticultural area. Prohibits use of American viticultural area on wine label in manner resembling brand. Creates exception. Applies to wine labeled on or after January 1, 2023. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2024. Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023. Repeals rule adoption requirement January 2, 2024. Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.
Abolishes Oregon Orchardgrass Seed Producers Commission on later of July 1, 2019, or one day after effective date of Act. Provides for Oregon Tall Fescue Commission to assume winding up of Oregon Orchardgrass Seed Producers Commission affairs. Requires Director of Agriculture to determine types and subtypes of commodities formerly assessed by Oregon Orchardgrass Seed Producers Commission that may be assessed by Oregon Tall Fescue Commission. Identifies administrative duties of type commodity commission may contract to have performed by independent contractor. Eliminates provision specifying commodity commission is not excluded from being independent contractor employer for purposes of unemployment compensation. Declares emergency, effective on passage.
