Relating to possession of controlled substances.

Restores criminal penalties for possession of controlled substance offenses to level prior to enactment of Drug Addiction Treatment and Recovery Act of 2020 (Ballot Measure 110 (2020)) when person has been previously cited for Class E violation for possession of controlled substance. Provides that person charged with crime, who would otherwise have been charged with Class E violation pursuant to Ballot Measure 110 (2020), is eligible for diversion upon first charge after previous citation and for any drug court offered in county upon second charge.

Relating to higher education.

Requires each post-secondary institution of education that receives state moneys to make institution's budgets and expenditures publicly available on institution's website. Allows Legislative Assembly to disapprove of individual expenditures proposed by public universities. Prohibits public university from making disapproved expenditure. Requires each post-secondary institution of education that receives state moneys to inform students of expected costs to attend institution and to be responsible for set percentages of federal loans taken by students attending institution who default on loans. Requires each post-secondary institution of education that receives state moneys to devote at least 35 percent of budget, with exceptions, to paying for full-time faculty instruction. Requires post-secondary institutions of education that receive state moneys to publicly post on website details of each gift in excess of $10,000 from foreign entity or contract entered into with foreign entity in excess of $10,000.

Relating to auditing the Oregon Food Bank; declaring an emergency.

Establishes Oregon Food Bank Audit Committee as joint committee of Legislative Assembly. Directs committee to cause audit to be performed of Oregon Food Bank financial transactions occurring during specified period, and identify those transactions that directly or indirectly relate to political campaign activity or political issue activity. Directs committee to report on audit findings to Legislative Assembly on or before November 15, 2023. Requires membership of committee to consist of equal number of majority party and minority party members from Senate and equal number of majority party and minority party members of House of Representatives. Provides that quorum of committee consists of majority of members from House and majority of members from Senate. Sunsets January 2, 2025. Declares emergency, effective on passage.

Relating to transportation; prescribing an effective date.

Changes law related to highway cost allocation study. Directs Department of Transportation to issue refunds to taxpayers who overpaid weight-mile tax. Takes effect on 91st day following adjournment sine die.
