Provides proceedings to escheat to State of Oregon matured United States savings bonds presumed abandoned and in custody of state. Authorizes Director of Department of State Lands to seek payment for escheated bonds from United States Treasury. Declares emergency, effective on passage.
Gives hemp research program currently operated by State Department of Agriculture name of Oregon Industrial Hemp Agricultural Pilot Program. Authorizes actions by department to carry out program. Specifies that agricultural hemp seed is agricultural seed or flower seed for purposes of statutes regulating labeling, testing, certifying or other aspects of seeds. Directs Director of Agriculture and Dean of College of Agricultural Sciences of Oregon State University to establish program for labeling and certification of agricultural hemp seed. Provides that accredited independent testing laboratory that has been approved by Oregon Health Authority or department may test industrial hemp and industrial hemp commodities and products produced or processed by grower, handler or agricultural hemp seed producer. Requires that industrial hemp intended for human consumption be entered into tracking system prior to laboratory testing and through delivery to licensed premises. Modifies other provisions related to regulation of industrial hemp. Authorizes Oregon Liquor Control Commission actions regarding industrial hemp to enforce and ensure compliance with marijuana laws and provisions of industrial hemp laws that incorporate requirements, restrictions or other provisions of marijuana laws. Prohibits sale of industrial hemp containing more than 0.3 percent tetrahydrocannabinol to consumer by person other than licensed retailer. Changes description of limit on production and storage of homegrown cannabis plants. Prohibits production, processing or storage of homemade industrial hemp extracts. Allows department to adopt rule establishing higher average tetrahydrocannabinol concentration limit for industrial hemp if higher average concentration limit is established by federal law. Revises language regarding grower retention of agricultural hemp seed for producing industrial hemp. Establishes Industrial Hemp Fund. Appropriates fund moneys to department for purposes of implementing, administering and enforcing industrial hemp statutes. Directs certain moneys to fund. Declares emergency, effective on passage.
Requires Chief Education Office to prepare annual report on accelerated college credit programs. Sunsets report requirements on January 2, 2029. Directs Higher Education Coordinating Commission to develop statewide standards related to information provided by public post-secondary institutions of higher education about accelerated college credit programs. Removes requirement that students who are not citizens or lawful permanent residents apply for official federal identification document to be eligible for exemption from paying nonresident tuition at public universities. Establishes grant program under which Department of Education awards grants to school districts for percentage of certain student transportation costs for which school district does not receive any amount in distributions from State School Fund or any amount related to transit activities . Takes effect July 1, 2018.
Provides that person commits crime of strangulation if person knowingly impedes normal breathing or circulation of another person by applying pressure to chest of other person. Increases penalty for crime of strangulation when victim is family or household member. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Directs Oregon Criminal Justice Commission to classify felony strangulation as crime category 5 if committed against family or household member .
Prohibits broadband Internet access service provider from disclosing, selling or permitting access to personal information of customers of provider. Creates exceptions, including exception for giving express consent. ] Requires broadband Internet access service provider to take reasonable measures to protect personal information of customers of provider. ] Requires broadband Internet access service provider to provide notice of provisions of Act to potential customers of provider. ] Makes violation of Act unlawful trade practice. ] Establishes Task Force on Broadband Security to study uniformity of laws throughout United States with respect to protecting customers of broadband Internet access service providers. Requires task force to submit report, including recommendations for legislation, to interim committee of Legislative Assembly related to judiciary no later than December 15, 2018. ] Prohibits public bodies from contracting with broadband Internet access service providers that engage in certain network management activities based on paid prioritization, content blocking or other discrimination. Provides limited exceptions, including for activities necessary to address needs of public safety and law enforcement. Becomes operative January 1, 2019. Declares emergency, effective on passage.

Requires prescription drug manufacturer to report annually information to Department of Consumer and Business Services regarding prices of prescription drugs and costs associated with developing and marketing prescription drugs. Authorizes department to impose civil penalties on manufacturer for failing to comply with reporting requirements. Requires health insurers that offer prescription drug benefit to report to department specified information about prescription drug prices and impact of prescription drug prices on premium rates. Authorizes department to adopt by rule fees on manufacturers. Requires department to conduct annual public hearing on prescription drug prices and related information reported by manufacturers. Establishes Task Force on the Fair Pricing of Prescription Drugs. Specifies membership and duties. Requires task force to submit report to Legislative Assembly by November 1, 2018. Declares emergency, effective on passage.
Directs Department of Veterans' Affairs to develop written material regarding apprenticeship opportunities and provide material to certain agencies, county veterans' service officers and veterans' organizations for distribution to veterans. Directs department to provide annual training to county veterans' service officers and veterans' organizations regarding apprenticeship programs and federal and state education benefits. Takes effect on 91st day following adjournment sine die.
