Allows individuals who do not qualify for medical assistance or premium tax credits under Affordable Care Act to enroll in coordinated care organizations by paying premiums that cover actuarial value of health services. Requires Oregon Health Authority to administer program. ] Requires Oregon Health Authority to develop plan for Medicaid Buy-In program or public option for Oregon residents who do not have access to health care. Specifies requirements for plan. Requires authority to report plan to Legislative Assembly by May 1, 2020. Requires that report include recommendations for legislative changes necessary to implement plan and any federal approval that will be required to implement plan. Takes effect on 91st day following adjournment sine die.

Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differentials between previous ] biennium's forecasted revenues and actual revenues. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.
Prohibits retail pet store from selling or offering to sell dog, cat or rabbit acquired from source other than animal shelter or rescue organization. Imposes record keeping and signage requirements regarding dogs, cats and rabbits sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
Directs Department of Education to distribute grants for purpose of developing and diversifying education workforce for prekindergarten through grade 12. Establishes Next Generation Educator Recruitment and Development Account. Appropriates moneys from General Fund to account. Declares emergency, effective July 1, 2019.
