Requires Office of Manufactured Dwelling Park Community Relations to establish landlord-tenant dispute resolution program for tenants of facilities subject to certain rent increases to initiate dispute-resolution process. Requires landlord to notify tenant of program in rent increase notices.
Directs Department of Education to award grants to school districts to support safe schools by funding programs related to bullying prevention and youth empowerment. Directs department to present statewide conference on bullying prevention and youth empowerment. Allows department to enter into contract with nonprofit organization to administer conference. Declares emergency, effective July 1, 2019.

Requires division of Department of Human Services that administers Oregon Project Independence, in collaboration with area agencies, to study statewide expansion of Oregon Project Independence and resource needs of division if Oregon Project Independence is expanded statewide. Requires department, by September 15, 2021 ] 2020 , to report on study to interim committees of Legislative Assembly related to human services. Declares emergency, effective on passage.
Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures and required fees. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative January 1, 2020. Declares emergency, effective on passage.
Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Becomes operative January 1, 2020. Requires stewardship organizations to submit initial ] plans for mattress stewardship programs to be submitted ] to Department of Environmental Quality no later than April 1, 2021. Provides that mattress stewardship program developed pursuant to approved plan may first be implemented no earlier than January 1, 2022 ]. Imposes civil penalty ] penalties for violation of program provisions not to exceed $25,000 ] , per day for each day of violation , $100 for violation by retailer, $1,000 for violation by producer or renovator and $1,000 for violation by stewardship organization . Prohibits name of Secretary of State, county clerk or filing officer from appearing in official capacity on voters' pamphlet, return identification envelope, secrecy envelope or other ballot information provided to electors if secretary, county clerk or filing officer is on ballot.
Appropriates moneys from General Fund to Higher Education Coordinating Commission for Sustainable City Year Program at University of Oregon. Declares emergency, effective July 1, 2019.
Establishes Early Childhood Equity Fund. Authorizes Early Learning Division to make grants from fund for purpose of supporting culturally specific early learning, early childhood and parent support programs in this state and to promote capacity of culturally specific organizations to deliver programs . Takes effect on 91st day following adjournment sine die.
Permits former ] adopted former foster children to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree. Permits former ] adopted former foster children previously ineligible for waiver of tuition due to being adopted to be eligible for waiver if adoption occurred on or after January 1, 2012.
