Relating to ballots.

Prohibits an individual from collecting and returning a ballot of another individual, subject to specified exceptions. Imposes a fine of $2,500 per ballot for a person other than an individual that illegally collects and returns the ballot of an individual and a fine of $500 per ballot for an individual who illegally collects and returns the ballot of a different individual.

Relating to state financial administration; declaring an emergency.

Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to various entities for food production and distribution. Declares an emergency, effective July 1, 2025.

Relating to a counseling licensure compact; prescribing an effective date.

Enacts the interstate Counseling Compact. Allows the Oregon Board of Licensed Professional Counselors and Therapists to disclose specified information to the Counseling Compact Commission. Exempts individuals authorized to work as professional counselors under the Compact privilege to practice from the requirement to obtain a license from the board. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the Compact. Becomes operative on January 1, 2028. Takes effect on the 91st day following adjournment sine die.

Relating to workforce development in the trucking industry; declaring an emergency.

Establishes a program within the Higher Education Coordinating Commission to promote workforce development initiatives in the trucking industry. Directs the commission to award grants to local workforce development boards to administer the program. Declares an emergency, effective on passage.

Relating to initiating false reports; prescribing an effective date.

Creates the crime of initiating a false report in the first degree. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Creates the crime of initiating a false report in the second degree. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both. Renames the crime of initiating a false report to initiating a false report in the third degree. Takes effect on the 91st day following adjournment sine die.
