Requires individual and group health benefit plans and benefit plans offered by Public Employees' Benefit Board and Oregon Educators Benefit Board to reimburse services provided by naturopathic physicians within scope of their practice if services are reimbursed when provided by licensed physicians. Requires reimbursement paid to naturopathic physician in independent practice to be in same amount as reimbursement paid to physician.

Directs court to consider, when determining aggravation in imposition of criminal sentence, evidence that defendant committed crime during emergency, during evacuation while emergency in effect, or within one year after emergency ceases, provided that emergency is related to natural disaster and defendant took advantage of circumstances related to emergency. Directs Oregon Criminal Justice Commission to include commission of crime under such circumstances as aggravating factor in rules of commission concerning sentencing departure factors. Takes effect on 91st day following adjournment sine die.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Authorizes Higher Education Coordinating Commission to award "Hunger Free Campus" designation to public universities and community colleges that demonstrate required actions taken to combat hunger. Requires commission, when moneys are available, to administer grant program to provide moneys for funding student hunger programs and innovations at public universities and community colleges. Establishes how commission must prioritize recipients of grants. Appropriates moneys from General Fund to commission to fund grant program. Declares emergency, effective July 1, 2023.
