Repeals sunset date on temporary law and makes permanent law requiring public universities to interview qualified minority candidate when hiring head coach.
Authorizes State Marine Board to adopt special regulations to protect shoreline in Willamette River Greenway.
Provides that person subject to certain court protective orders is prohibited from possessing firearms if person had opportunity to be heard on order and did not request hearing , failed to appear at hearing or withdrew request before hearing occurred. Punishes violation of prohibition by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires court to order relinquishment of firearms and ammunition when person is convicted of certain domestic violence offenses or subject to certain court orders. Requires person to transfer firearms and ammunition within 24 hours of court order. Requires court to notify district attorney and Department of State Police if person does not file affidavit or declaration concerning possession of firearms. ] Requires person to file declaration concerning disposition of firearms and ammunition within two judicial days of order. Authorizes contempt proceedings against person who does not file declaration. Requires law enforcement agency that takes custody of firearms pursuant to relinquishment order to notify Department of Justice and perform criminal background check prior to law enforcement agency's return of firearms. Declares emergency, effective on passage.

Authorizes formation of children's service districts. Authorizes children's service districts to levy property taxes to fund programs that offer children's services. Defines "children's services" as services that support children's total health and well-being provided outside of school hours to individuals not more than 18 years of age. Provides that, if action is filed claiming ] asserting valid claim that revenue funding project is subject to compression under $5 per $1,000 of real market value cap for purposes of Ballot Measure 5 (1990) as revenue funding project constituting educational services, children's service district shall discontinue project and shall use revenue for project that does not constitute educational services.
Recognizes 2019 as International Year of the Salmon and expresses support for associated global initiative affirming importance of wild salmon.
Makes unlawful employment practice for employer to deny reasonable accommodation to known limitations related to pregnancy, childbirth or related medical condition or to ] , because of known limitations related to pregnancy, childbirth or related medical condition of job applicant or employee, take certain actions related to reasonable accommodations to known limitations related to pregnancy, childbirth or related medical condition. Specifies that requirements apply to employers who employ six or more persons. Requires employer to post notice to employees of provisions of law prohibiting employment discrimination because of pregnancy and protections provided under Act. Requires employer to provide copy of notice to employees at certain times. Requires Commissioner of Bureau of Labor and Industries to adopt rules to establish ] develop training and outreach ] education materials to inform employers and employees of obligations, rights and protections related to pregnancy-related employment discrimination and reasonable accommodations available for pregnancy, childbirth and related medical conditions.
Extends period for filing restraining order under Family Abuse Prevention Act to two years from 180 days after date of abuse. ] Extends period for elderly persons and persons with disabilities to file restraining order to two years from 180 days after date of abuse. ] Extends period for filing sexual abuse restraining order to two years from 180 days after date of abuse. ] Modifies Family Abuse Prevention Act to authorize court to continue restraining order if abuse occurred within specified period, petitioner reasonably fears for petitioner's physical safety and respondent represents credible threat to physical safety of petitioner or petitioner's child. Declares emergency, effective on passage.
Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.
Directs Department of State Police to study how to increase and improve criminal justice resources relating to missing and murdered Native American women in Oregon and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020. Declares emergency, effective on passage.
