Prohibits aerial application of pesticide to land within watershed of McKenzie River or its tributaries or of Santiam River or its tributaries. Creates exceptions for applications ordered or otherwise authorized by State Department of Agriculture or State Forestry Department due to pest infestation.
Directs Department of Human Services to distribute $1 million to Center for the Prevention of Abuse and Neglect to conduct Oregon Child Abuse Prevalence Study. Appropriates moneys from General Fund to Department of Human Services for distribution. Declares emergency, effective on passage.

Increases threshold for filing of estate tax return and for liability for estate tax. Requires person receiving property from decedent to use decedent's basis in property, not "stepped up" basis. Applies to estates of decedents dying on or after January 1, 2020. Transfers amount equal to estimated increase in revenue attributable to amendments to statutes to Higher Education Coordinating Commission for allocation to public universities and for funding of Oregon Opportunity Grants. Provides for distribution to Public Employees Retirement System for deposit in School Districts Unfunded Liability Fund, in lieu of transfer to university, if university increases resident tuition rates by percentage exceeding inflation plus two percent in either of two immediately preceding academic years. Takes effect on 91st day following adjournment sine die.
Requires Oregon Health Authority to administer program to provide loans to hospitals for establishing new primary care residency programs. Authorizes authority to establish cost-sharing programs to train residency physicians entering medical practice in rural areas. Declares emergency, effective July 1, 2019.
Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums , with remaining 90 percent paid by state ] for employee coverage and 50 percent of increase in premium cost for employee and dependent coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board . Permits institution to agree through collective bargaining to pay portion of employee's premium share. Provides that employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution that provides that if senator or representative is serving on active deployment as member of military of this state or of United States for more than 30 but not more than 270 consecutive days and is unable to undertake duties of office of senator or representative, commissioners of county or counties within district that senator or representative is elected to represent shall appoint person to represent district until previously elected senator or representative resumes duties of office. Modifies allocation formula for grants to regional assessment centers and community assessment centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for assessment centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Directs Department of Human Services to distribute $1 million to Center for Prevention of Abuse and Neglect to conduct Oregon Child Abuse Prevalence Study. Appropriates moneys from General Fund to Department of Human Services for distribution. Appropriates moneys from General Fund to Department of Education for purposes of developing curricula and providing educator training for instructional requirements that relate to child sexual abuse prevention, human sexuality education, teen dating violence and domestic violence, and similar instructional requirements that relate to child safety. Declares emergency, effective July 1, 2019.
