Removes 10-day supply limitation on prescriptions for certain controlled substances issued by certified registered nurse anesthetists. Declares emergency, effective on passage.
Establishes Foster Parent Ombudsman in Department of Human Services and prescribes duties. Establishes Foster Parent Ombudsman Advisory Committee to monitor ombudsman, advise Governor and Legislative Assembly on ombudsman and nominate individuals to serve as ombudsman if vacancy occurs. Takes effect on 91st day following adjournment sine die.
Modifies allocation formula for grants to regional assessment centers and community assessment centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for assessment centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Declares emergency, effective July 1, 2019.

Requires stewardship organizations to submit initial ] plans for mattress stewardship programs to be submitted ] to Department of Environmental Quality no later than April 1, 2021. Provides that mattress stewardship program developed pursuant to approved plan may first be implemented no earlier than January 1, 2022 ]. Imposes civil penalty ] penalties for violation of program provisions not to exceed $25,000 ] , per day for each day of violation , $100 for violation by retailer, $1,000 for violation by producer or renovator and $1,000 for violation by stewardship organization . Declares emergency, effective on passage.
Appropriates moneys to Oregon Business Development Department to make grants to nonprofit corporations for purpose of hiring staff to coordinate activities related to organization, administration and programming of innovation districts. Defines "innovation district" as innovation ecosystem consisting of certain economic, physical and networking assets. Sets forth further mandatory criteria for innovation district to which nonprofit corporation's grant application relates. Declares emergency, effective on passage.
Requires district school boards and public charter school governing bodies to make available space in each school for use by licensed medical professional to provide health services to children. Prescribes requirements for making space available.
Requires local governments to allow residential or commercial development applications to provide one parking space with electric vehicle charging as substitute for two required nonelectrified spaces.
Authorizes city, town, county or political subdivision to prohibit or regulate application of chemicals by aircraft.
