Provides that maximum loading weight of motorboat must be less than 4,000 ] 5,000 pounds to obtain towed watersports motorboat certificate. Authorizes State Marine Board to conduct study related to increasing or decreasing prescribed maximum loading weight. Provides that person shall carry towed watersports endorsement if engaged in any towed watersports within Newberg Pool Congested Zone. Modifies definitions of "Newberg Pool Congested Zone," "towed watersports" and "wake surfing." Prohibits person from wake surfing or using devices or individuals to increase wakes in Newberg Pool Congested Zone. Takes effect on 91st day following adjournment sine die.

Establishes State Gambling Task Force. Directs task force to study and make recommendations regarding state gambling policy and regulations. Requires task force to submit periodic reports ] interim report on progress to committee of Legislative Assembly and to submit final report to committee by December 1, 2022. Prohibits authorization or implementation of new lottery games or game procedures ] playable on mobile device, personal computer or other personal electronic device until January 2, 2023. Takes effect on 91st day following adjournment sine die.

Instructs Oregon State University Extension Service to establish certain new positions related to organic production and maintain certain existing position related to organic production. Prohibits Oregon Health Authority from removing, on basis of cost, organic food products from list of foods approved under Women, Infants and Children Program. Directs Oregon Business Development Department to establish grant program for purpose of facilitating infrastructure to support organic food production. Directs Oregon Business Development Department to conduct market analysis of Oregon organic market. Directs State Department of Agriculture to promote Oregon organic agriculture through department's Buy Oregon Agriculture program. Directs State Department of Agriculture to establish organics program area. Establishes Organic Action Plan Task Force to study issues related to organic food production. Requires task force to submit biannual reports containing recommendations for legislation to committee or interim committee of Legislative Assembly related to agriculture.

Requires Public Utility Commission to identify and compile projected percentages of electricity sold by each electric company to retail electricity consumers in 2025, 2030 and 2035 that will be qualifying electricity, and provide information in report to appropriate interim committees of the Legislative Assembly no later than September 15, 2021. Sunsets January 2, 2022. Declares emergency, effective on passage.

Prohibits person from conducting or participating in contest, competition, tournament or derby that has objective of taking coyotes for cash or prizes. Provides that prohibition does not apply to raffle conducted by nonprofit organization if organization does not award raffle prizes based on number, weight or size of coyotes taken. Punishes violation of prohibition by maximum fine of $2,000. Provides that person violating Act forfeits remains of coyote to State Department of Fish and Wildlife.

Modifies requirements for enforceable noncompetition agreement. Makes noncompliant agreement void. Limits term of noncompetition agreement to 12 months. Modifies definition of "noncompetition agreement."

Establishes Organ Donor Registry and Public Awareness Fund. Directs Department of Transportation to accept donations to fund. Becomes operative January 2, 2023.

Requires Oregon Business Development Department to require certain recipients of economic development assistance from state funds to consider and plan for access to child care.

Modifies CASA Volunteer Programs to direct Oregon Department of Administrative Services to contract with nongovernmental entity to serve as statewide coordinating entity for provision of court appointed special advocate services.

Directs Oregon Health Authority, Oregon State Police, State Department of Agriculture and ] State Department of Fish and Wildlife to prepare report concerning Oregon's current framework for preventing, monitoring and responding to zoonotic disease. Directs agencies ] department to present report to committee or interim committee of Legislative Assembly related to public health not later than December 31, 2021 ] 2022 . Directs State Fish and Wildlife Commission to establish and periodically update list of wildlife species and other scientifically recognized categories of wildlife ] update list of prohibited species that may not be imported, possessed, sold, purchased, exchanged or transported in this state due to potential for transmission of zoonotic disease that may compromise public health, native wildlife or agricultural interest ] certain risks to public health . Authorizes commission to issue permits to bona fide scientific or educational institutions. Punishes violation by maximum fine of $6,250. ] Authorizes commission to institute civil suit for recovery of damages for violation of rule related to list of prohibited species . Prohibits person from selling, offering for sale or otherwise participating in sale or offer for sale of wildlife that is not native to Oregon and ] is sold alive for purpose of human consumption. Provides that prohibition does not apply to sale, offer for sale or other participation in sale or offer for sale of livestock or shellfish ] food fish . Punishes violation by maximum fine of $6,250. Requires commission, when adopting rules authorizing holding of wildlife, to consider public health risks, including risks of zoonotic disease transmission. Declares emergency, effective on passage.
