Provides that victim of sexual assault or domestic violence crime has right to obtain law enforcement records relating to crime. Requires law enforcement agencies to provide copy of reports and records of child abuse and neglect investigation to victim, or victim's attorney, upon request. Requires district attorney in any criminal prosecution to make available to victim, upon request, all discovery that was disclosed to defendant.

Requires state agencies to reduce public records request fees by 50 percent if request is made in public interest, and requires state agencies to entirely waive fees if public records request is in public interest and narrowly tailored. Requires requests made by members of news media to be treated as in public interest. Requires, on or after January 1, 2022, local governments, local service districts and special government bodies to make identical reductions and waivers in public records requests fees unless governing body of records custodian conducts public meeting, deliberates on and resolves not to adopt fee reductions and waivers. Declares emergency, effective on passage.

Urges Congress to enact law to provide for treatment of veterans who participated in cleanup of Enewetak Atoll as radiation-exposed veterans for certain purposes.

Provides that telecommunicator qualifies as police officer under Public Employees Retirement System. Provides that telecommunicator employed on effective date of Act is entitled to service in retirement system as police officer for all service performed as telecommunicator.

Provides that, for five school years, calculations of weighted average daily membership made for purposes of distributions of state moneys to school districts may not be decreased for school districts impacted by wildfires in 2020. ] Directs Department of Education to award grants to wildfire-impacted school districts in amounts to cover any decreases in State School Fund distributions and Student Investment Account distributions resulting from decreases in average daily membership, as compared to 2019-2020 school year, that are caused by wildfires. Sunsets on July 1, 2025. Establishes School Stabilization Subaccount for Wildfire-impacted School Districts for purpose of awarding grants. Declares emergency, effective on passage ] July 1, 2021 .

Transfers duties, functions and powers related to administering federal Workforce Innovation and Opportunity Act and workforce development matters from Higher Education Coordinating Commission to Bureau of Labor and Industries. Establishes Office of Workforce Development within Bureau of Labor and Industries. Establishes Office of Workforce Development Account. Creates Oregon Workforce Corps to provide workforce development and employment opportunities. Renames Office of Community Colleges and Workforce Development to Office of Community Colleges. Renames Office of Community Colleges and Workforce Development Account to Office of Community Colleges Account.

Allows person employed by health care facility to practice surgical technology if person is enrolled in or has completed specified apprenticeship program. Declares emergency, effective on passage.

Establishes Foster Parent Ombudsman in Department of Human Services and prescribes duties. Establishes Foster Parent Ombudsman Advisory Committee to monitor ombudsman, advise Governor and Legislative Assembly on ombudsman and nominate individuals to serve as ombudsman if vacancy occurs. Takes effect on 91st day following adjournment sine die.

Requires public office holder or candidate for public office who uses campaign contributions for travel outside of Oregon to file statement on ORESTAR stating whether travel is for official duties or campaign purposes and identifying name and mailing address of any other persons paying for part of travel expenses. Prohibits use of campaign moneys for international travel unless travel directly relates to official duties. Prohibits state Senator, state Representative or candidate for state Senator or state Representative from using campaign moneys for travel outside of Oregon during regular session or special session of Legislative Assembly.

Directs Oregon Business Development Department to develop and implement program to award grants to operators of movie theaters closed to public due to public health restrictions related to COVID-19. Appropriates moneys from General Fund to department for purposes of grant program. Declares emergency, effective July 1, 2021.
