Authorizes eligible business to deliver malt beverages, wine or cider to final consumer through use of delivery person. Authorizes Oregon Liquor Control Commission retail sales agent to deliver distilled liquor to final consumer through use of delivery person. Defines "delivery person" and "eligible business. ] Authorizes commission to develop, implement and maintain electronic platform for ordering of distilled liquor. Authorizes registered third party provider to facilitate ordering and payment by final consumer of alcoholic beverages and delivery of alcoholic beverages from eligible business or retail sales agent to final consumer. ] Imposes requirements for individual acting as third party provider or delivery person. ] Requires that service permit training include training in making delivery to final consumer. ] Requires that shipment of alcoholic beverages to final consumer made under direct shipper permit be delivered to final consumer by individual having qualifications required of delivery person. ] Eliminates requirements for certain information in application to commission for license or permit. ] Eliminates restriction on visibility of liquor store advertising or display. ] Takes effect on 91st day following adjournment sine die. ] Requires Oregon Liquor Control Commission to develop uniform standards for minor decoy operations to investigate persons delivering alcoholic beverages to consumers in this state for violations of laws prohibiting deliveries to minors. Becomes operative January 1, 2022. Expands categories of persons prohibited from selling, giving or otherwise making available alcoholic liquor to person under 21 years of age. Punishes by maximum of $2,000 fine. Establishes Task Force on the Regulation and Enforcement of Alcohol Delivery by Third-Party E-commerce Providers. Requires task force to report to interim committee of Legislative Assembly related to business not later than June 20, 2022. Declares emergency, effective on passage.

Authorizes reserve officers sponsored by law enforcement unit to pay for training as police with cash and G.I. Bill education benefits. Requires Department of Public Safety Standards and Training to increase training class sizes by up to 25 percent as necessary to train sponsored reserve officers. Requires reserve officer to remain with law enforcement unit for at least three years after certification and allows Department of Public Safety Standards and Training to suspend or revoke certification if reserve officer fails to comply without good cause. Requires Department of Public Safety Standards and Training to conduct study of impact of measure on state and local public safety budgets, recruitment of officers and maintenance of public safety and to submit report to interim committees of Legislative Assembly related to public safety. Directs Office of Emergency Management to study and make recommendations regarding improvements to operations of office. Requires office to submit report on findings by January 1, 2023. ] Directs court to consider, when determining aggravation in imposition of criminal sentence, evidence that defendant committed crime during emergency, evacuation while emergency in effect, or within one year after emergency ceases, provided that emergency is related to natural disaster and defendant took advantage of circumstances related to emergency, evacuation or recovery from emergency. Directs Oregon Criminal Justice Commission to include commission of crime under such circumstances as aggravating factor in rules of commission concerning sentencing departure factors.
Requires electric companies to expend any revenues from participation as credit aggregator or credit generator in clean fuels program on transportation electrification. Requires Public Utility Commission to report annually to Legislative Assembly on programs funded by electric companies with clean fuels program revenues. Requires consumer-owned utilities to expend any revenues from participation as credit aggregator or credit generator in clean fuels program on transportation electrification. Requires governing bodies of consumer-owned utilities to report annually to Legislative Assembly on programs funded by consumer-owned utilities with clean fuels program revenues. Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2024, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2029. Declares emergency, effective on passage.

Requires person receiving property from decedent to use decedent's basis in property, not "stepped up" basis, for purposes of estate tax. Allows commission to audit internal inventory tracking systems and allow marijuana producer or marijuana processor to use internal inventory tracking system in lieu of commission's tracking system. Becomes operative January 1, 2022. Prohibits commission from requiring individual plant tracking tags. Becomes operative July 1, 2023. Takes effect on 91st day following adjournment sine die.
