Relating to telecommunicators.

Provides that Legislative Assembly finds and declares that telecommunicators are first responders. Provides that telecommunicator qualifies as police officer under Public Employees Retirement System. Provides that telecommunicator employed on effective date of Act is entitled to service in retirement system as police officer for all service performed as telecommunicator. ].

Relating to alcoholic beverages; and declaring an emergency.

Allows holder of full on-premises sales license to make retail sales of mixed drinks and single servings of wine in sealed containers for off-premises consumption. Defines "mixed drink" and "sealed container." Declares emergency, effective on passage.

Relating to health care for incarcerated persons.

Requires local correctional facility to contact primary health care provider of pretrial detainee within 72 hours of booking and ensure that detainee receives health care prescribed by provider. Requires Oregon Health Authority to reimburse cities and counties for medication-assisted treatment and substance use disorder treatment of pretrial detainees who do not have other coverage.

Relating to military leave.

Directs Oregon Military Department to study and make recommendations regarding military leave from public employment. Requires department to submit report on findings to appropriate committee of Legislative Assembly no later than January 1, 2023. Sunsets January 2, 2023.

Prohibits member of Legislative Assembly who is absent and unexcused when Legislative Assembly is in session from receiving salary, per diem or expense reimbursement, and imposes fine of $500 per day of unexcused absence. Prohibits political contributions from being used to pay fines or legal fees, replace salary or defray expenses.

Relating to legal services for adults in custody; declaring an emergency.

Extends sunset of pilot program for provision of legal services to adults in custody serving sentences at Coffee Creek Correctional Facility.
