Relating to military pay; prescribing an effective date.

Exempts from state income tax military pay received by Oregon National Guard member while in active service of state or on state active duty. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Relating to failure to appear on a Class E violation; prescribing an effective date.

Authorizes court to issue order requiring person to appear upon failure to appear on Class E violation citation, and to issue arrest warrant upon further failure to appear. Provides that failure to appear on Class E violation constitutes crime of failure to appear in a violation proceeding, punishable by maximum of 364 days' imprisonment, $6,250 fine, or both. Takes effect on 91st day following adjournment sine die.

Relating to wildfire suppression.

Allows State Forester to order use of wildfire suppression personnel, equipment and services on federal lands within state borders. Creates exceptions.

Relating to determination of commercial activity of taxpayer engaged in farming operation; prescribing an effective date.

Adds processor to types of entities from which taxpayer engaged in farming operation may obtain certification stating percentage of in-state agricultural commodity sold to entity, in order to determine taxpayer's commercial activity for purposes of corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to county veterans' service officers; declaring an emergency.

Requires Department of Veterans' Affairs to distribute moneys for veterans' service officers to counties that have population of less than 30,000 and are or will be unable to maintain operations of veterans' service officers due to budget decreases. Requires counties to apply for moneys. Establishes requirements for application. Declares emergency, effective on passage.
