Allows housing associations to invest funds in high-rated municipal bonds.

Requires Department of Revenue to study rate of voluntary compliance, during period from January 1, 2020, through June 30, 2022, with state transient lodging tax program. Requires department to report results of study to interim committees of Legislative Assembly related to revenue on or before September 15, 2022. Appropriates moneys to department for purposes of conducting study. Takes effect on 91st day following adjournment sine die.

Adds businesses that individuals who identify as lesbian, gay, bisexual or transgender own to list of businesses eligible for certification by Certification Office for Business Inclusion and Diversity as necessary participants in certain public contracts. Becomes operative January 1, 2020. Takes effect on 91st day following adjournment sine die.

Modifies certain provisions relating to state initiative measures that require appropriation or expenditure of $500,000 or more in public moneys over a 10-year period. Takes effect only if House Joint Resolution 18 (2019) is approved by people at next regular general election. Takes effect on effective date of constitutional amendment proposed in House Joint Resolution 18 (2019).

Provides that fixed percentage of certain forecasted video lottery revenues , adjusted for certain allocations to Regional Solutions Program, ] be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differentials between previous ] biennium's forecasted revenues and actual revenues. Takes effect on 91st day following adjournment sine die.

Makes continuing appropriation to Water Resources Department for purpose of issuing grants for capital costs related to construction of dam to supersede Big Creek Dam Number 1 and Big Creek Dam Number 2 near City of Newport.

Modifies provisions for reimbursement to administrator of electric vehicle rebates issued to recipients that sell vehicle or terminate lease before 24 months after purchase or beginning of lease. Authorizes charge ahead rebates to be issued for plug-in hybrid electric vehicles. Declares emergency, effective on passage.

Requires original equipment manufacturer to make available to owner of digital electronic equipment or independent repair provider on fair and reasonable terms any part, tool, service manual or other device, implement or information that original equipment manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing digital electronic equipment that original equipment manufacturer makes or supplies. Provides that violation of Act is unlawful trade practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.

Proposes amendment to Oregon Constitution to replace term "declaration of emergency" with term "early implementation date" in those bills that Legislative Assembly determines need to go into effect earlier than 91st day following adjournment sine die of session at which bills are enacted. Requires bills with early implementation date to state justification for early implementation. Authorizes courts of law to review justification statement to ascertain veracity and accuracy of statement. Authorizes court to strike early implementation date if justification statement is not truthful or accurate. Refers proposed amendment to people for their approval or rejection at next regular general election.

Repeals limitations on eligibility of persons who are 18 years of age or older who have physical disabilities to receive benefits from Oregon Project Independence.
