Requires Oregon Department of Administrative Services to provide grants for certain coordinated homeless response systems. Requires response systems to report annually to Housing and Community Services Department, Oregon Housing Stability Council and interim committee of Legislative Assembly. Sunsets January 2, 2025. Appropriates moneys for specified response system grants. Declares emergency, effective on passage.

Requires Department of Human Services to establish certification process for direct care providers of home or community-based services and implement online registry of direct care providers of home or community-based services. Specifies requirements for certification and information to be displayed on online registry. Requires department to work with stakeholder groups to design certification requirements, explore ways to improve skill level and training of caregivers and improve caregivers' pathways to continued education and advancement. Sunsets January 2, 2024. Requires department to report to Joint Interim Committee on Ways and Means on work with stakeholders and on implementation of certification process and registry. Declares emergency, effective on passage.

Prohibits accepting wagers or providing gambling services in connection with greyhound racing. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. ] Prohibits wagering on greyhound racing. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. ] Provides that Multi-Jurisdictional Simulcasting and Interactive Wagering Totalizator Hub licensee may establish account for wagering on greyhound racing for individual unless wagering on live greyhound racing is unlawful in jurisdiction of individual's principal residence. Directs Oregon Racing Commission to provide annual report to Legislative Assembly on greyhound race wagers made in Oregon. Provides that commission may not grant licenses for greyhound race meets after effective date of Act. Takes effect July 1, 2023 ] 2022 .

Directs Oregon Film and Video Office to establish Creative Opportunity Program to promote film, television, interactive, animation and media industries in Oregon. Dedicates two percent of moneys in Oregon Production Investment Fund to making payments to media industry entities for creation and funding of projects under program. Declares emergency, effective on passage.

Requires owners or operators of bulk oils and liquid fuels terminals located in Columbia, Multnomah or Lane County to conduct and submit to Department of Environmental Quality seismic vulnerability assessments. Requires department to review and approve seismic vulnerability assessments. Requires owner or operator of existing bulk oils or liquid fuels terminal to submit seismic vulnerability assessment by June 1, 2024. Requires department to submit report on seismic vulnerability assessments and make recommendations on expansion of program to interim committees of Legislative Assembly by November 1, 2024. Requires owner or operator of bulk oils or liquid fuels terminal to properly implement seismic risk mitigation implementation plan approved by department. Directs Environmental Quality Commission to, by rule, adopt seismic risk mitigation implementation program for bulk oils or liquid fuels terminals. Prohibits owner or operator of bulk oils or liquid fuels terminal from retaliating against employee who provides information regarding violation of law or safety risks. Establishes Seismic Risk Mitigation Fund. Requires State Department of Energy to develop energy security plan by June 1, 2024, and provide report on implementation or revision of plan to interim committees of Legislative Assembly by September 15 of each even-numbered year. Takes effect on 91st day following adjournment sine die.

Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.

Extends period in which taxpayers, upon transfer of ownership of homestead or moving manufactured structure or floating home out of state, may discontinue participation in homestead property tax deferral program in assessment year. Takes effect on 91st day following adjournment sine die.

Directs Oregon Investment Council ] State Treasurer to publish annually complete list of publicly traded assets held in investment funds. Directs council and ] State Treasurer to publish information relating to assessments of ] report on climate-related financial risk to assets held in investment funds. Takes effect on 91st day following adjournment sine die.

Prohibits manufacturer or supplier from manufacturing, selling, offering to sell or distributing cosmetic or ingredient developed through use of animal test. Provides certain exemptions. Provides temporary exemption for cosmetic developed through use of animal test, or containing ingredient used in animal test, before effective date of Act. Allows donation of noncomplying cosmetic to homeless shelter, hospital, animal shelter, corrections facility or emergency shelter. Allows receiving entity to distribute cosmetic to individual receiving services from entity. Establishes private right of action for violation of prohibition. Establishes conditions under which aggrieved person may bring action.

Grants immunity to owners of coastal lands for use of or entry upon lands for recreational purposes.
