Relating to the provision of care by health care facilities.

Directs a health care facility to establish and maintain procedures that a staff member may use to submit to the health care facility a complaint regarding a medical supply or equipment that the staff member believes in good faith is faulty or dangerous. Requires the health care facility to retain a complaint and associated information for 10 years, inform a person if the health care facility uses, has used or stops using a medical supply or equipment that is subject to a complaint and establish and maintain procedures that a person may use to obtain a copy of a complaint and associated information.

Establishes a cause of action for a buyer in a real estate transaction if the seller fails to provide the results of required well tests. Modifies well testing requirements to require that a seller provide a copy of well test results to the Department of Environmental Quality. ] Directs the Oregon Business Development Department to establish the Oregon-Taiwan Trade Center and the Oregon-Vietnam Trade Center. Authorizes the department to establish up to five additional trade centers or offices in countries that the department determines are critical commercial partners. Requires the department to study options to reorganize the agency staff structure for the purpose of fostering economic relations and expanding trade between Oregon and the countries in which a trade center is established. Requires the department to submit a report to the interim committees of the Legislative Assembly related to economic development no later than September 15, 2026. Declares an emergency, effective July 1, 2025.

Prohibits a research facility from using public funds to directly fund medically unnecessary laboratory research on dogs or cats that is classified under certain pain and distress categories. Prohibits a person from conducting research or testing on nonhuman primates at the Oregon National Primate Research Center. Establishes the Task Force on Planning the Elimination of Research on Nonhuman Primates. Directs the task force to draft a plan for eliminating the breeding of, and research on, nonhuman primates at the Oregon National Primate Research Center. Exempts the task force from public meetings law requirements. Sunsets the task force in 2041.

Requires that public university foundations are subject to the public records laws of this state. Specifies the records that are exempt from disclosure. Requires public university foundations to release an annual report that is publicly available on the website maintained by the public university foundation.
