SJR 13: Proposing an amendment to the Oregon Constitution relating to fishing, hunting, harvesting wildlife or gathering wild foods.

Proposes an amendment to the Oregon Constitution to declare a constitutional right to fish, hunt or harvest wildlife or gather wild foods, subject to certain legal restrictions. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

SB 768: Relating to agricultural research.

Requires the State of Oregon to contribute a 50 percent match for every donation of $10,000 or more made to the Oregon State University Foundation for the express purpose of supporting agricultural research with emphasis on cereal grains, to the extent moneys are available. Appropriates moneys to the Higher Education Coordinating Commission for allocation to the Oregon State University Foundation.

SB 58: Relating to expanding the supply of affordable housing; prescribing an effective date.

Directs the Housing and Community Services Department to establish and administer a pilot program to award grants to counties. Requires recipient counties to establish a home modification program that awards grants to homeowners to develop and rent interior auxiliary dwelling units within an urban growth boundary or an area zoned for rural residential use . [ Prevents auxiliary dwelling units developed by the grant from triggering recalculation of property value for property tax purposes. Applies to assessment years beginning January 1, 2026, and before January 1, 2032. ] Sunsets on January 2, 2034. Takes effect on the 91st day following adjournment sine die.

SB 893: Relating to first-time home buyer savings accounts; prescribing an effective date.

Permits a person to open a first-time home buyer savings account until January 1, 2030, and doubles the annual contribution limits on the accounts. Permits a person other than the account holder to take a subtraction and exemption for contributions to the account if the account holder does not take the subtraction and exemption. Takes effect on the 91st day following adjournment sine die.

SB 848: Relating to driving while under the influence of intoxicants; prescribing an effective date.

Creates a task force on driving while under the influence of intoxicants. Provides that moneys in the Intoxicated Driver Program Fund may be used to pay for screenings and driving while under the influence of intoxicants education programs for indigent defendants. Allows a person who is participating in a diversion program for driving while under the influence of intoxicants and who is not a resident of Oregon to complete treatment in another jurisdiction. Takes effect on the 91st day following adjournment sine die.

SB 766: Relating to minimum wage.

SB 766 caps annual minimum wage adjustments for inflation at 5% in Oregon. Starting in 2023, the state’s minimum wage will increase each July based on the previous March’s U.S. inflation rate, but the increase will be limited to the smaller of 5% or the actual inflation rate. This affects all Oregon employers, including those in urban areas (which have higher rates) and nonurban counties (which have lower rates), through future annual adjustments. The bill ensures minimum wage rates can only rise, never fall, due to inflation adjustments.

SB 363: Relating to meat processing; declaring an emergency.

Appropriates moneys from the General Fund to the State Department of Agriculture to fund a grant program related to establishments that process and sell meat products. Extends the grant program. Declares an emergency, effective July 1, 2025.

SB 398: Relating to greenhouse gas emissions; declaring an emergency.

Requires state agencies that administer programs to reduce greenhouse gas emissions to deposit fees, assessments or other charges imposed pursuant to the program in the State Highway Fund. Directs the Governor to include in the Governor's budget an estimate of the amounts to be transferred in the coming biennium and recommendations for alternative revenue sources. Declares an emergency, effective on passage.

SB 677: Relating to the provision of menstrual products in schools; declaring an emergency.

SB 776: Relating to predator management in drought-stricken regions; declaring an emergency.

Instructs the State Department of Fish and Wildlife to identify certain areas as wildlife management units or herd ranges and undertake predator control in the wildlife management units or herd ranges until certain criteria are met. Appropriates moneys from the General Fund to the department for predator control. Declares an emergency, effective on passage.

SB 364: Relating to marine ecosystem data.

Requires the Department of Environmental Quality to study marine ecosystem data. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026. Sunsets on January 2, 2027.
