SB 1525: Relating to organizations relevant to Oregon's coastal resources; and prescribing an effective date.

Establishes the Blue Economy Task Force. Directs the task force to study Oregon's blue economy and submit a report to the Legislative Assembly no later than September 15, 2027. Authorizes the Oregon Ocean Science Trust to create and maintain a nonprofit organization. Takes effect on the 91st day following adjournment sine die.

HB 4100: Relating to bulk fuel terminals; and declaring an emergency.

Requires owners or operators of bulk oils or liquid fuels terminals to obtain a certificate of financial responsibility from the Department of Environmental Quality. Directs the Environmental Quality Commission to establish rules pertaining to certificates of financial responsibility. Requires the department to report to the Legislative Assembly on the implementation of the Act each even-numbered year. Preempts local governments from requiring financial assurance that exceeds or is in addition to the requirements of the Act. Declares an emergency, effective on passage.

SB 1587: Relating to data brokers; and prescribing an effective date.

] Prohibits public bodies from disclosing personally identifiable information to a data broker unless the data broker attests that the information will not be sold or transferred to any entity that will use it to enforce federal immigration law. Does not apply if disclosure is required under public records law or by a court order. Does not apply if disclosure is made under the same terms and conditions under which the information is available to the general public. SB 1551: Relating to fire hardening of residential properties; and prescribing an effective date.

Invalidates deed restrictions and planned community governing documents prohibiting the [ removal ] replacement of nonfire-hardened building materials or installation of fire-hardened building materials on residential properties. Limits a homeowners association's ability to enforce regulations that would constrain installation of fire-hardened building materials. Applies to new and existing deed restrictions and planned communities. Takes effect on the 91st day following adjournment sine die.

SB 1533: Relating to the rights of children in care; and declaring an emergency.

[ Digest: The Act makes changes to the Oregon Foster Children's Bill of Rights and the Oregon Foster Children's Sibling Bill of Rights. ] ] Modifies the Oregon Foster Children's Bill of Rights and the Oregon Foster Children's Sibling Bill of Rights. SB 1571: Relating to consumer products for adults; and prescribing an effective date.

Adds a definition of "nicotine" and expands the definition of "tobacco products." [ Repeals existing criminal prohibition on the sale of inhalant delivery systems or tobacco products to a person under 21 years of age and replaces the repealed law with a civil prohibition enforced by the Oregon Health Authority. Authorizes imposition of civil penalties for violations. ] [ Establishes a civil prohibition on providing, without compensation, inhalant delivery systems or tobacco products. ] [ Authorizes the authority to adopt rules to administer certain laws that apply to inhalant delivery systems and tobacco products. ] [ Requires any sale of tobacco products, cigarettes, inhalant delivery systems or smokeless tobacco products to occur in person at licensed premises. ] Takes effect on the 91st day following adjournment sine die.

SB 1567: Relating to mixed income housing; and prescribing an effective date.

Authorizes the Housing and Community Services Department to fund mixed income housing. Requires the department to develop a mixed income housing loan program. Establishes the Mixed Income Development Loan Fund for such purposes. Transfers moneys to the fund from the Housing Project Revolving Loan Fund. Requires the department to adopt initial program rules by January 1, 2027. Takes effect on the 91st day following adjournment sine die.

HB 4128: Relating to sale of single-family residences.

] Prohibits covered entities from purchasing, acquiring or offering to purchase or acquire a single-family residence unless the residence has been listed for sale to the general public for at least 90 days. Requires a covered entity, upon making or accepting an offer to purchase or acquire a single-family residence, to submit a completed and notarized disclosure form to the seller or seller's agent. Requires the covered entity to submit a copy of the form to the Department of Justice within three days of submitting the form to the seller or seller's agent. [ Authorizes any person to bring a civil action in circuit court against a covered entity for a violation of the 90-day waiting period or disclosure form requirements or to otherwise compel compliance with those requirements. Provides for statutory damages. ] Authorizes the Attorney General to bring a civil action in circuit court against a covered entity for declaratory relief, to restrain a threatened or actual violation of the 90-day waiting period or the disclosure form requirements or to otherwise compel compliance with those requirements. Authorizes the Attorney General to serve and enforce an investigative demand on a person with relevant information, or a person with information that could lead to the discovery of relevant information, in an investigation of a violation of the 90-day waiting period or the disclosure form requirements. Authorizes the Attorney General to impose a civil penalty against a covered entity upon finding a violation of the 90-day waiting period or the disclosure form requirements. Allows a court to award the costs of investigation and reasonable attorney fees if the Attorney General prevails in a civil action or imposes a civil penalty.

HB 4076: Relating to energy; and prescribing an effective date.

Requires the Energy Facility Siting Council to find that reasons justify why the state policy in applicable statewide planning goals should not apply to a proposed energy facility if the council finds that the proposed energy facility will deliver electricity to the electric grid using an existing energy facility's surplus interconnection and does not require associated transmission lines more than two miles from the existing energy facility. Defines "surplus interconnection." Allows a local government to justify a reason for an exception to a statewide land use planning goal relating to agricultural lands for the development of a renewable energy facility if an exception is required under rules of the Land Conservation and Development Commission, the county adopts certain findings and the proposed facility will deliver electricity to the electric grid using an existing energy facility's unused interconnection capacity and does not require associated transmission lines more than two miles from the existing energy facility. Takes effect on the 91st day following adjournment sine die.

SB 1568: Relating to perinatal services; and declaring an emergency.

Establishes coverage levels for doula services in the state medical assistance program and for health benefit plans that provide coverage for pregnancy and childbirth expenses. Requires the Oregon Health Authority, coordinated care organizations and health benefit plans that provide coverage for pregnancy and childbirth to provide coverage for services of lactation counselors. Specifies that minimum coverage level modifications for doula services and required coverage for lactation counselor services become operative on January 1, 2028. Directs the Traditional Health Workers Commission to establish a voluntary registration system for lactation counselors. Becomes operative on January 1, 2028. Creates the Oregon Perinatal Collaborative in the Oregon Health and Science University. Declares an emergency, effective on passage.

HB 4053: Relating to emergency medical services; and prescribing an effective date.

Establishes the Emergency Medical Services Program Fund. Changes the name of the Pediatric Emergency Medical Services Advisory Committee to the Emergency Medical Services for Children Advisory Committee. Directs the Oregon Health Authority to establish by rule minimum educational requirements for licensure as an emergency medical services provider. Prohibits a person from using certain titles or initials unless the person is licensed at a level that corresponds to the title or initials. Becomes operative on January 1, 2027. Establishes the Long Term Care and Senior Care Emergency Medical Services Advisory Subcommittee within the Emergency Medical Services Advisory Committee to provide advice and recommendations to the committee on issues related to long term care and senior care. Becomes operative on January 1, 2029. Takes effect on the 91st day following adjournment sine die.
