SB 966: Relating to health professional licensing interstate compacts; prescribing an effective date.

Enacts the interstate Nurse Licensure Compact. Permits the Oregon State Board of Nursing to disclose specified information to the Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals authorized to work as nurses under multistate licensure privilege from requirements to obtain licensure from the board and from restrictions on use of titles. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the compact. Takes effect on the 91st day following adjournment sine die.

SB 232: Relating to drug endangered children.

Directs the Superintendent of State Police to establish a division for the purpose of identifying and implementing ways to better serve and protect drug endangered children. Directs the superintendent to appoint a director of the division.

SB 534: Relating to allowable claims of equity in a property that is subject to a reverse mortgage; declaring an emergency.

Digest: Lets a lender who gives a lump sum as the loan in a reverse mortgage get only that part of the total equity in the house to which the lump sum is equal at the time the lender gives the lump sum. (Flesch Readability Score: 61.4) Allows a lender that, in a reverse mortgage, provides a lump sum in exchange for a claim upon the equity of a property to claim as the lender's equity, and receive as proceeds in a sale of the property, not more than the percentage of the total equity in the property to which the lump sum is equivalent on the date the lender provides the lump sum. Declares an emergency, effective on passage.

SB 1187: Relating to greenhouse gas emissions; prescribing an effective date.

Establishes the Climate Superfund Cost Recovery Program as an interagency response to the effects of climate change. Directs the Department of Land Conservation and Development to serve as the lead agency of an interagency team. Requires the department to conduct an assessment on the costs of greenhouse gas emissions. Directs the Department of Environmental Quality to issue cost recovery demand notices to entities determined to be responsible for the costs of climate change. Establishes the Climate Superfund Cost Recovery Program Account. Takes effect on the 91st day following adjournment sine die.

SJR 33: Proposing an amendment to the Oregon Constitution relating to school choice options.

SB 975: Relating to exempting certain private firearm transfers from the criminal background check requirement.

Exempts a transferee who is a certified participant in the Address Confidentiality Program, or who has a driver license with a continuous traveler address, from the private firearm transfer criminal background check requirement.

SB 445: Relating to medical services for injured workers; prescribing an effective date.

Authorizes the State Accident Insurance Fund Corporation to form or acquire subsidiaries to perform any function the corporation may delegate under law. Authorizes the corporation or a subsidiary to provide managed care services to injured workers. Sets forth the membership and duties of the board of directors that governs a subsidiary. Requires an annual audit of the managed care services provided by the corporation or a subsidiary. Takes effect on the 91st day following adjournment sine die.

SB 1211: Relating to the possession of firearms by certain persons; declaring an emergency.

Directs the court to enter an order, at the first appearance on a charge of misdemeanor unlawful possession of a controlled substance, prohibiting the charged person from possessing a firearm. Specifies a process for surrendering firearms and the return of firearms. Specifies the circumstances when the court must terminate the order. Provides that possession of a firearm by the prohibited person is punishable by a maximum of 364 days' imprisonment, a $6,250 fine, or both. Requires that deflection programs, including those receiving grant funding, require participants to transfer all firearms to a law enforcement agency, a gun dealer or a third party until the program is completed. Declares an emergency, effective on passage.
