SB 865: Relating to work performed by a landscape contracting business; and prescribing an effective date.

Requires the State Landscape Contractors Board to determine that a landscape contracting business is an independent contractor with responsibility for obtaining workers' compensation insurance if the landscape contracting business performs certain work related to backflow assemblies for irrigation systems and ornamental water features, to landscape irrigation control wiring and outdoor landscape lighting or to removing or pruning trees or tree limbs or stumps or performing tree or tree limb guying. Exempts persons or businesses who are licensed with the Construction Contractors Board and who install ornamental water features from a requirement to obtain a landscape contractors license. Removes the requirement that a person who intends to rescind a contract with a landscape contracting business for work on real property own or lease the real property. Takes effect on the 91st day following adjournment sine die.

SB 810: Relating to developmental disabilities services; and prescribing an effective date.

Directs the Department of Human Services to collaborate with the Department of Education to increase opportunities for individuals with intellectual or developmental disabilities to obtain and advance in competitive integrated employment. Requires the Department of Human Services to ensure that employment services and vocational rehabilitation services for individuals with intellectual or developmental disabilities do not occur in sheltered work settings. Requires the Department of Education to ensure that transition services for students with intellectual or developmental disabilities do not occur in sheltered or mock sheltered work settings. SB 165: Relating to historically filled lands; and declaring an emergency.

Amends the requirements for the State Land Board to assert title to historically filled lands or assert a right to minerals or geothermal resources in historically filled lands . SB 1176: Relating to education efforts concerning the obligation of places of public accommodation to accept cash as payment; and prescribing an effective date.

Requires the Bureau of Labor and Industries to conduct an effort to publicize and explain the obligation to accept cash as payment for goods and services to places of public accommodation and residents of this state. Requires the bureau to continue the effort until the bureau determines that a high rate of compliance exists among persons that are subject to the obligation. SB 904: Relating to self-insured employers.

HB 2256: Relating to sales of units of land not lawfully established for conservation purposes.

Exempts the seller and [ the nonprofit purchaser of ] a nonprofit, public body or tribe that purchases property for conservation purposes from civil or criminal liability for selling certain units of land not lawfully established. Cancels exception for a purchaser who resells the land to the private market within five years of the land being deeded for conservation purposes.
