Allows the Oregon Board of Accountancy to create a grant program to provide scholarships for students seeking accounting degrees in college or individuals who wish to become certified public accountants in Oregon. Declares an emergency, effective July 1, 2025.
Establishes a uniform statute of limitations applicable to tax programs administered and enforced by the Department of Revenue. Replaces statutory citations in administrative provisions with references to taxes administered by the Department of Revenue. Replaces statutory citations in statute providing for taxation of lottery prizes with references to taxes imposed upon or measured by net income. Takes effect on the 91st day following adjournment sine die.
Requires local governments or special districts to complete final review of final engineering plans for residential development within [ 90 ] 120 days of submission. [ Defines "urban housing application." Requires urban housing applications to be reviewed as limited land use decisions. Authorizes award of attorney fees to applicant if engineering plans or land use applications for residential development are not processed timely. ] Establishes a limited review process for certain applications for residential development within an urban growth boundary. Becomes operative on July 1, 2026. Prohibits local governments from applying certain design review requirements for certain [ urban housing applications ] residential developments within an urban growth boundary . Takes effect on the 91st day following adjournment sine die.
Renames the Elliott State Forest as the Elliott State Research Forest. Authorizes the State Land Board to manage, control and protect the forest as a world-class research forest. Restricts the ability of the board to sell land in the forest, but authorizes the board to expand or exchange land or timber to further the purposes of the forest as a research forest. Authorizes certificates of participation financing to finance capital projects or purchases related to the forest. Transfers the duties, functions, powers, rights and obligations related to the forest from the State Board of Forestry to the State Land Board.

Prohibits medical service providers from reporting the amount or existence of medical debt to a consumer reporting agency. Prohibits a consumer reporting agency from including in a consumer report an item that the consumer reporting agency knows or should know is medical debt. Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.
