Extends a sunset on the Columbia River Fisheries Enhancement Fund. Extends a sunset on State Fish and Wildlife Commission authority to charge for endorsements to certain Columbia Basin fishing licenses and deposit endorsement moneys in the fund. Extends a sunset on youth license and pioneer license exemptions from endorsement charges.
Modifies the method by which the Oregon Department of Administrative Services and the Legislative Fiscal Officer project the costs of programs that are funded by the State School Fund. Directs the Department of Education to modify the manner in which certain grants from the State School Fund are distributed to school districts. Declares an emergency, effective on passage.
Disqualifies land from farm use special assessments upon a final civil penalty or judgment of conviction for the illegal growing of marijuana against the landowner or person in possession and control of the land. Provides an exception for a landowner or other obligated taxpayer who reasonably lacked knowledge of the illegal growing of marijuana or promptly notified a law enforcement agency of the illegal growing of marijuana. Takes effect on the 91st day following adjournment sine die.
Authorizes the State Fire Marshal to seek cost recovery for the actual cost of fire abatement. Authorizes the Attorney General to take certain actions to investigate liability for the actual cost of fire abatement, upon request by the State Fire Marshal. Authorizes deputy state fire marshals to take certain actions to preserve evidence and investigate liability for the actual cost of fire abatement.
Eliminates the reduction of an individual's maximum benefit amount by eight times the individual's weekly benefit amount after the individual is disqualified from the receipt of benefits for cause and has not earned at least four times the individual's weekly benefit amount. Takes effect on the 91st day following adjournment sine die.
Removes the statutory amounts that the Higher Education Coordinating Commission may charge for determining whether a school may confer or offer to confer a degree upon a person or provide academic credit applicable to a degree. Authorizes the commission to adopt rules imposing fees necessary to recover designated costs in reviewing a school's application for commission approval.

Establishes an exception to the requirement that all subcommittees of the Transfer Council consist of equal numbers of faculty from public universities and community colleges. Exempts from public meetings laws meetings of certain subcommittees of the council. Directs the commission, in consultation with community colleges and public universities, to study reporting requirements affecting public institutions of higher education and the commission and to submit a report to the interim committees of the Legislative Assembly related to higher education no later than November 15, 2026. Extends the reporting deadline for a forestry workforce study to December 31, 2025. Declares an emergency, effective on passage.
Authorizes the State Board of Pharmacy to require a person under investigation by the board to undergo a mental, physical, chemical dependency or competency evaluation. Takes effect on the 91st day following adjournment sine die.
Requires the Oregon Board of Licensed Professional Counselors and Therapists to establish a schedule of violations and remove from the board's website and publicly accessible publications , other than from a searchable electronic database designed to enable licensure or registration verification, information related to a licensee's or associate's violations after a specified time.
Increases the annual fee amount that the Public Utility Commission may impose on public utilities for the purpose of defraying costs of the commission. Declares an emergency, effective on passage.
Expands network adequacy requirements to health benefit plans offered to large employers and modifies requirements. Requires the Department of Consumer and Business Services to adopt specified standards for network adequacy. Permits a health benefit plan and a dental-only plan to use telemedicine health care providers to meet network adequacy standards only as permitted by rule adopted by the department.
Requires an individual who uses the title "doctor" in connection with a health care profession to designate on specified material, including social media and professional name badges, the health care profession in which the individual earned a doctoral degree.
