Prohibits broadband Internet access service provider from disclosing, selling or permitting access to personal information of customers of provider. Creates exceptions, including exception for giving express consent. ] Requires broadband Internet access service provider to take reasonable measures to protect personal information of customers of provider. ] Requires broadband Internet access service provider to provide notice of provisions of Act to potential customers of provider. ] Makes violation of Act unlawful trade practice. ] Establishes Task Force on Broadband Security to study uniformity of laws throughout United States with respect to protecting customers of broadband Internet access service providers. Requires task force to submit report, including recommendations for legislation, to interim committee of Legislative Assembly related to judiciary no later than December 15, 2018. ] Prohibits public bodies from contracting with broadband Internet access service providers that engage in certain network management activities based on paid prioritization, content blocking or other discrimination. Provides limited exceptions, including for activities necessary to address needs of public safety and law enforcement. Becomes operative January 1, 2019. Declares emergency, effective on passage.
Clarifies timing for filing statement of contribution or expenditure. Permits nonaffiliated elector to make request for major party primary ballot electronically, in person or by mail. Permits candidate who acts as own treasurer, or treasurer of principal campaign committee , political committee or petition committee , to provide initial information regarding bank account up to one business day ] five business days after filing statement of organization. Prohibits candidate who cannot take office from appearing on ballot in district elections. ] Extends time frames for filing officer duties regarding write-in candidates. Ends requirement that Secretary of State conduct random ordering of letters of alphabet for ballots with only one candidate. Resolves conflict in definition of "independent expenditure." Limits at 2,000 number of signatures that may be included on prospective petition to initiate state measure. Clarifies obligation of Secretary of State to include final certified ballot title on official template cover and signature sheets of initiative petition. Exempts filing officer from obligation to reprint ballots if filing officer determines that candidate has died, withdrawn or is not qualified to hold office less than 61 days before election. Protects enumerated information in elector's registration file from public disclosure, while requiring other enumerated information in file to be provided in publicly available lists maintained by Secretary of State and county clerks. Directs Secretary of State to maintain and update list that identifies electors who have and have not cast ballot during election period and make list available each business day during election period. Declares emergency, effective on passage. .
Updates connection date to federal Internal Revenue Code and other provisions of federal tax law. ] for purposes of provisions governing ABLE accounts. Requires taxpayer to add back amount of withdrawal attributable to previous subtraction for contribution to savings network account for higher education and amount attributable to previously untaxed earnings and gains, if taxpayer uses withdrawn amount to pay elementary or secondary school expenses. Applies to tax years beginning on or after January 1, 2018. Takes effect on 91st day following adjournment sine die.
Directs Oregon Broadband Advisory Council to submit report to interim legislative committee, no later than December 1, 2018, regarding proposed local broadband champion program structure. Establishes Connecting Oregon Schools Fund and continuously appropriates moneys in fund to Department of Education for purpose of providing matching funds for federal moneys received by school districts for providing broadband access to eligible schools. Permits State Chief Information Officer to provide broadband services and operations to additional public bodies, Indian tribes and communities of interest. Requires State Chief Information Officer to adopt rules, in consultation with broadband services advisory committee, for providing broadband services and operations to additional public bodies, Indian tribes and communities of interest if services would duplicate ] directly compete with services already offered by telecommunications provider. Provides exceptions. ] Permits State Chief Information Officer to enter into contract related to broadband infrastructure for period exceeding 10 years. Declares emergency, effective on passage.
Requires Higher Education Coordinating Commission to provide tuition assistance for ] grants to qualified members of Oregon National Guard to attend community colleges or public universities. Declares emergency, effective on passage.
Expands 90-day grace period for employment to all licensees who are licensed by Teacher Standards and Practices Commission. Allows commission to adopt expedited process for issuance of licenses. Removes moot references to institutions of higher education in public charter school law. Consolidates reporting requirements for Higher Education Coordinating Commission. Clarifies school district obligations related to offering of half-day kindergarten. Provides that Network of Quality Teaching and Learning is established within Chief Education Office. Extends by two years sunset on provisions that allow individuals who are foreign exchange students and who are residing in Oregon in dormitory operated by school district to be considered residents of school district in which dormitory is located. Extends by three years time by which educator preparation programs must comply with certain national organization accreditation requirements. Provides that moneys in National Board Certification Fund may be distributed only to persons who are licensed by commission and who are employed with public educational program. Removes sunset on provision that virtual public charter schools may contract with for-profit entity to provide educational services if employee is administrator and meets other requirements. Requires Department of Education to reallocate funds, or to seek additional funds, if insufficient funds are available to reimburse school districts for lunches provided free of charge to certain students. ] Expands types of teaching and administrative licenses that may be held by persons participating in beginning teacher and administrator mentorship programs. Declares emergency, effective on passage.
Extends sunset on long term care facility assessment to 2026. Removes limitation on penalties imposed on long term care facilities for failing to file reports or pay assessments. Authorizes Department of Human Services to adopt separate reimbursement methodology for patients with complex medical needs. Repeals provisions authorizing increased reimbursement for decreases in bed capacity after June 30, 2016 . Reduces reimbursement of long term care facility costs to 62nd percentile of rebased allowable costs. Prohibits court from considering parent's disability in determining whether to terminate parental rights absent finding that behaviors or limitations related to parent's disability will endanger health, safety or welfare of child or ward even when accommodations or support services are in place ] unless parent's conduct related to disability is of such nature and duration as to render parent incapable of providing proper care to child or ward for extended periods of time . Describes fees required when person is applying to replace or renew current driver license with Real ID compliant driver license or is applying for new original driver license that is Real ID compliant. Provides that Department of Transportation may issue, renew or replace limited term driver license, limited term driver permit or limited term identification card to persons previously issued limited term driver license, limited term driver permit or limited term identification card whose Employment Authorization Document has expired under certain circumstances. Sunsets December 31, 2021.
