Increases the annual fee amount that the Public Utility Commission may impose on public utilities for the purpose of defraying costs of the commission. Declares an emergency, effective on passage.
Expands network adequacy requirements to health benefit plans offered to large employers and modifies requirements. Requires the Department of Consumer and Business Services to adopt specified standards for network adequacy. Permits a health benefit plan and a dental-only plan to use telemedicine health care providers to meet network adequacy standards only as permitted by rule adopted by the department.
Requires an individual who uses the title "doctor" in connection with a health care profession to designate on specified material, including social media and professional name badges, the health care profession in which the individual earned a doctoral degree.
Allows an applicant for a public charter school that is a federally recognized Indian tribe in this state to directly apply to the State Board of Education for sponsorship.
Requires certain health insurance providers to ensure that coverage for a nonopioid prescription drug is available as an alternative for an opioid prescription drug and to use the same utilization review requirements and cost-sharing provisions for opioid and nonopioid drugs when they are prescribed for the same treatment. Requires the Pharmacy and Therapeutics Committee to include nonopioid prescription drug alternatives to opioid prescription drugs with the same utilization review requirements when making recommendations to the Oregon Health Authority for the preferred drug list and Practitioner-Managed Prescription Drug Plan.
Authorizes the Adjutant General to pay a reenlistment or retention bonus to a member of the Oregon National Guard. Requires a member to repay the bonus if the member fails to complete the period of service or conditions agreed to in exchange for the bonus. Provides for exceptions. ] Limits to within an urban growth boundary a dwelling developer's ability to apply updated land use regulations to pending application. Amends the temporary urban growth boundary expansion program. Allows cities and counties in a certain funding program for affordable and middle housing to repay loans made to them by the Housing and Community Services Department from sources other than developer fees. Allows the cities and counties to make loans as well as award grants to developers. Takes effect on the 91st day following adjournment sine die.
