Relating to housing; and prescribing an effective date.

Summary
] Limits to within an urban growth boundary a dwelling developer's ability to apply updated land use regulations to pending application. Amends the temporary urban growth boundary expansion program. Allows cities and counties in a certain funding program for affordable and middle housing to repay loans made to them by the Housing and Community Services Department from sources other than developer fees. Allows the cities and counties to make loans as well as award grants to developers. Takes effect on the 91st day following adjournment sine die.
