HB 2997: Relating to affordable housing conditions on housing developments.

Authorizes cities with population greater than 30,000 but less than 40,000 within county with population greater than 105,000 but less than 125,000 to impose affordable housing conditions on housing developments. ] Sunsets January 2, 2023. ] Requires cities and counties to exempt certain CCRCs from requirements to include affordable housing within development.

SB 638: Relating to the adoption of research animals.

Requires research facilities that use dogs or cats for laboratory research to offer dogs or cats no longer used for research for adoption prior to euthanasia. Provides that research facility is immune from civil liability for or resulting from transfer of dog or cat, if research facility acted in good faith concerning health and physical condition of dog or cat. Requires certain research facilities to submit annual report to Secretary of State that provides certain information regarding release of dogs and cats and animal shelters with which facilities have entered into written agreements. Provides that reports are confidential and exempt from disclosure except that Secretary of State shall make aggregate data available to public upon request.

HB 2835: Relating to recreational use of waterways; and prescribing an effective date.

Requires state agencies to post notice on agency website before restricting or closing site on state public lands where public may access lands for recreational use of floatable natural waterway. Requires state agencies to report on certain activities related to public access sites. Requires Department of Transportation to notify certain agencies of recommendation to fund bridge project under draft Statewide Transportation Improvement Program. Authorizes agencies to make certain recommendations to department regarding public access sites. Requires department to make certain considerations regarding public access sites near proposed bridge project. Takes effect on 91st day following adjournment sine die.

SB 80: Relating to tax-related document delivery; and prescribing an effective date.

Authorizes certain tax-related documents to be delivered or made available by method other than regular mail. Authorizes Department of Revenue to give oil and gas production taxpayer notice of tax and delinquency charges by regular mail or other form of delivery rather than registered mail or certified mail with return receipt. Requires department to provide small tract forestland owner with notice of requirement to file timber severance tax return and to make severance tax return form available. Requires department to provide notice by mail unless owner elects alternative method allowed by department. Takes effect on 91st day following adjournment sine die.

SB 247: Relating to beverage containers; and prescribing an effective date.

Adds containers that contain hard seltzer and containers that contain kombucha to types of beverage containers covered by provisions of Bottle Bill. Requires payment of refund value of 10 cents for hard seltzer and kombucha containers on and after effective date of Act and until January 1, 2021, regardless of refund value indicated on beverage container. Allows sale of hard seltzer and kombucha containers that do not indicate proper refund value on and after effective date of Act and until January 1, 2021. Modifies applicability of civil penalty provisions to distributors and importers for violation of provisions for establishing distributor cooperatives. Requires persons responsible for operation of beverage container redemption centers to annually register with Oregon Liquor Control Commission and pay registration fee. Exempts operation of certain redemption centers from registration fee. Requires fees collected by commission to be deposited in Bottle Bill Fund. Establishes Bottle Bill Fund. Continuously appropriates moneys in fund to pay costs of commission in carrying out commission's duties under Bottle Bill provisions. Takes effect on 91st day following adjournment sine die.

SB 725: Relating to background checks of individuals who provide care; and prescribing an effective date.

Specifies charges , or ] convictions , arrests, deferred sentences, conditional discharges, referrals for diversion programs and pending indictments that may not be considered in fitness determinations. Specifies types of licenses, certifications or employment for which conviction of certain crimes or charges, arrests, conditional discharges, referrals for diversion programs, deferred sentences or pending indictments regarding certain crimes are ] may be disqualifying. Prohibits Oregon Health Authority or Department of Human Services from conducting criminal records checks on long term care and support service providers more than once in every two-year period except under stated conditions. Takes effect on 91st day following adjournment sine die.

HB 2112: Relating to transportation; and prescribing an effective date.

Requires Department of Transportation to study development of uniform standards for speed bump height and markings. ] Sunsets January 2, 2022. ] Exempts county with population of 650,000 or more from paying city within county 40 percent of moneys generated from vehicle registration fees imposed under county ordinance if moneys are used for certain purposes. Takes effect on 91st day following adjournment sine die.

SB 494: Relating to employment of individuals with disabilities; and prescribing an effective date.

Requires employers who are authorized to pay subminimum wages to individuals with disabilities to pay certain wage rates until June 30, 2023. Requires employers to pay individuals with disabilities at minimum wage rate by July 1, 2023. Removes individuals with disabilities from category of persons for whom employers may pay subminimum wage. Lowers, over period of time, percentage of work hours of direct labor required for nonprofit organization to meet definition of "qualified nonprofit agency for individuals with disabilities." Requires Oregon Department of Administrative Services to promote public agency compliance with requirements and objectives of provisions regarding qualified nonprofit agencies for individuals with disabilities. Modifies conditions required in contract between public agency or qualified nonprofit agency for individuals with disabilities and successor service provider. Takes effect on 91st day following adjournment sine die.
