Directs the State Treasurer to develop and implement a small business support loan program that aids in supporting the economic activities of small businesses during times in which small businesses cannot conduct business activities at an ordinary or customary level because of a statewide or regional emergency or other significant disruption of business activity. Specifies the structure and funding for the program and describes features that the program must include. Specifies eligibility for small business support loans. Authorizes the State Treasurer to issue bonds to fund the program. Establishes the Small Business Support Loan Fund. Declares an emergency, effective on passage.
Exempts lamps used for the care of animals from a prohibition on the sale and distribution of fluorescent lamps. Declares an emergency, effective on passage.
Requires the Oregon Criminal Justice Commission to study the effect of different types of sentences on rates of recidivism. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Directs district school boards to adopt a policy to provide for the safety of the students of the school district, including the assignment of school resource officers or the provision of other law enforcement coverage for each school of the school district. Authorizes the Department of Education to distribute to school districts moneys from the State School Fund for the purpose of paying for the costs associated with school resource officers or other law enforcement. Takes effect on July 1, 2026.
Enacts the PA Licensure Compact. Allows the Oregon Medical Board to disclose specified information to the PA Licensure Compact Commission. Exempts individuals authorized to provide medical services by compact privilege from certain requirements. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the Compact. Takes effect on the 91st day following adjournment sine die.
Transfers regulatory authority over construction labor contractors from the Bureau of Labor and Industries to the Construction Contractors Board. Takes effect on the 91st day following adjournment sine die.
Creates the crime of using a controlled substance in an enclosed place in a manner that endangers another person. Punishes by a maximum of 364 days' jail, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, for a second or subsequent conviction. Takes effect on the 91st day following adjournment sine die.
