Appropriates moneys from General Fund to Department of Revenue for biennial expenses. Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and federal service agreement reimbursements, but excluding lottery funds and other federal funds, collected or received by department. Requires financial estimate committee to file statement "MEASURE SPENDS MONEY WITHOUT IDENTIFYING A FUNDING SOURCE" with Secretary of State upon finding that ballot measure with no dedicated funding source will have financial effect on public expenditures in excess of $100,000. Requires statement to be printed in voters' pamphlet.
Requires railroads that own or operate high hazard train routes to have oil spill contingency plans that have been approved by Department of Environmental Quality. Defines "high hazard train route." Sets forth requirements for submission and approval of contingency plans for high hazard train routes. Requires railroads that own or operate high hazard train routes to annually submit financial responsibility statements to Department of Environmental Quality. Establishes fee on railroads required to submit contingency plans for high hazard train routes. Requires fees collected to be deposited in High Hazard Train Route Oil Spill Preparedness Fund. Establishes fee on tank railroad cars loaded with oil. Requires certain fees collected to be deposited in High Hazard Train Route Oil Spill Preparedness Fund and certain fees collected to be deposited in Oil and Hazardous Material Transportation by Rail Action Fund. Sunsets both fees on January 2, 2027. Establishes High Hazard Train Route Oil Spill Preparedness Fund. Continuously appropriates moneys in fund to Department of Environmental Quality for certain purposes related to high hazard train route contingency planning. Sets forth additional requirements for plan adopted by State Fire Marshal for coordinated response to oil or hazardous material spills or releases that occur during rail transport.

Modifies provisions of state law regarding custody of children or youth who have run away from home or placement to apply to all runaways. Modifies standards for taking child into protective custody with or without court order. Permits application for protective custody order by declaration or sworn oral statement. Permits person conducting child abuse investigation involving child with suspicious physical injuries to take child into protective custody only for period of time necessary to ensure that child is immediately photographed and, within 48 hours, assessed by medical professional.
Expands types of entities that may receive grant from Farm-to-School Grant Program to purchase food produced or processed in state or to identify sources of foods or to process foods. Expands purposes for which grant may be used. Creates grant to encourage and sustain successful efforts related to program. Expands types of entities that may receive grant for food-based, agriculture-based or garden-based educational activities. Directs Department of Education to evaluate effectiveness of program and to ensure that technical assistance, training and resources are provided to certain entities. Directs Legislative Revenue Officer to report to Legislative Assembly on options for tax reform including recommendations for legislation intended to reform current tax system. ] Establishes refundable credit against personal income taxes for contributions to higher education savings network account or ABLE account. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Eliminates subtraction for contribution to ABLE account or higher education savings network account. Applies to tax years beginning on or after January 1, 2020. Establishes tax credit for short line railroad rehabilitation projects. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Extends sunsets for certain income and excise tax credits and property tax exemptions, and for historic property special assessment program. Makes modifications to provisions governing certain tax credits and property tax exemptions. Creates sunset for tax exemption for vehicle used in emissions testing. Makes modifications to corporate activity tax provisions. Applies to tax years beginning on or after January 1, 2020. Establishes exclusion from taxable commercial activity for certain payments for single-family residential construction labor costs paid by general contractor to subcontractor. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.

Establishes Task Force on Access to Quality Affordable Child Care to solicit input from underserved populations, to research past and current use of child care subsidies, to study state and federally funded child care and early learning programs, to develop recommendations to improve access to and affordability of child care and to report recommendations to Legislative Assembly no later than September 15, 2020. ] Sunsets December 31, 2020. ] Establishes Task Force on Access to Quality Affordable Child Care to study ways to increase use of and access to child care subsidies and to report recommendations to Legislative Assembly no later than December 31, 2020. Directs Early Learning Division to study existing child care subsidy programs in Oregon and submit report of its findings to task force no later than December 31, 2019. Directs division to study supply and demand for child care by geography and household demographic information and submit report of its findings to task force no later than June 30, 2020. Directs division to study barriers to accessing existing child care subsidies and submit report of its findings to task force no later than June 30, 2020. Authorizes division to contract with third-party research organization to assist with or complete study or report obligations. Sunsets January 2, 2021. Declares emergency, effective on passage.
