Relating to safe transportation of oil.

Requires railroads that own or operate high hazard train routes to have oil spill contingency plans that have been approved by Department of Environmental Quality. Defines "high hazard train route." Sets forth requirements for submission and approval of contingency plans for high hazard train routes. Requires railroads that own or operate high hazard train routes to annually submit financial responsibility statements to Department of Environmental Quality. Establishes fee on railroads required to submit contingency plans for high hazard train routes. Requires fees collected to be deposited in High Hazard Train Route Oil Spill Preparedness Fund. Establishes fee on tank railroad cars loaded with oil. Requires certain fees collected to be deposited in High Hazard Train Route Oil Spill Preparedness Fund and certain fees collected to be deposited in Oil and Hazardous Material Transportation by Rail Action Fund. Sunsets both fees on January 2, 2027. Establishes High Hazard Train Route Oil Spill Preparedness Fund. Continuously appropriates moneys in fund to Department of Environmental Quality for certain purposes related to high hazard train route contingency planning. Sets forth additional requirements for plan adopted by State Fire Marshal for coordinated response to oil or hazardous material spills or releases that occur during rail transport.
