Directs State Treasurer to study and make recommendations on provisions of state law relating to depositories of public funds. HB 2032: Relating to temporary assistance for needy families program; and declaring an emergency.

Specifies benefits that may be provided by Department of Human Services to low-income families after families, because of earnings or increases in hours of work, lose eligibility for temporary assistance for needy families (TANF). Delays, for two years, increase in number of months that family may receive specified benefits. ] Eliminates certain requirements for job opportunity and basic skills program. ] Extends suspension of provisions regarding TANF program. ] Creates TANF Housing Pilot Program in Housing and Community Services Department to provide housing stabilization services to families receiving services from temporary assistance for needy families program through grants awarded to local housing services providers. Specifies conditions for grants. Requires department to track and compile data and report to interim committees of Legislative Assembly related to human services on analysis of data and recommendations for legislative changes necessary to address barriers to housing stability faced by families in temporary assistance for needy families program. Requires Oregon Health Authority to administer Mental and Behavioral Health Pilot Program to award grants to up to four coordinated care organizations to assess need for mental health and substance abuse treatment services for individuals enrolled in temporary assistance for needy families program, refer individuals in need of services for appropriate care and track results of referrals. Requires grantees to collect data and report to authority specified information regarding referrals of individuals for services. Requires authority to develop educational materials containing best practices learned from pilot program and report to interim committees of Legislative Assembly related to health, no later than March 30, 2022, on need for services by recipients of temporary assistance for needy families, assessment of barriers to accessing services and recommendations for legislative changes to address barriers and meet needs. Creates Education and Training Pilot Program in Department of Human Services to provide funding to community-based entities through competitive application process. Requires entities to use funding to provide educational opportunities and vocational training to help recipients of temporary assistance for needy families be more competitive in job market and achieve careers that allow them to be safe, healthy and financially stable. Requires department to establish outcome measures and entities to report data necessary for department to assess efficacy of each project and services provided. Requires department to report to interim committees of Legislative Assembly related to human services, no later than September 15, 2021, findings from pilot program and recommendations for legislative changes necessary to implement practices that were most successful in meeting goals of pilot program. Sunsets all pilot programs on July 1, 2022. Declares emergency, effective on passage.

HB 2257: Relating to drugs; and declaring an emergency.

Declares legislative intent to consider substance use disorder as chronic illness. Directs Department of Corrections to study issues related to continuity of care for persons in department's custody. Requires department to report to interim committee of Legislative Assembly not later than July 1, 2020. Sunsets January 2, 2021. Directs Oregon Health Authority to convene advisory group to make recommendations for accreditation requirements for substance use treatment providers. Requires authority to implement requirements not later than January 2, 2021. Sunsets January 2, 2022. Directs authority to prohibit coordinated care organizations and public payers of health insurance from requiring prior authorization of payment during first 30 days of medication-assisted treatment for substance use disorders. Directs authority to implement pilot project to provide substance use disorder treatment to pregnant persons. Requires authority to report on pilot project to interim committee of Legislative Assembly not later than December 31 of each year. Sunsets January 2, 2022. Provides affirmative defense to unlawful possession of controlled substance for employee or volunteer of syringe services program. Defines "syringe services program." Requires prescription monitoring program established by authority to be accessible to dental directors. Defines "dental director." Requires dispensation of gabapentin to be reported to prescription monitoring program. Allows Prescription Monitoring Program Prescribing Practices Review Subcommittee to direct authority to compare prescriptions of certain drugs between similarly situated practitioners for purposes of evaluation. Declares emergency, effective on passage.

HB 2056: Relating to the Housing Development and Guarantee Account.

Establishes Housing Development Grant Program. Decouples program from Housing Development and Guarantee Account. Eliminates Housing and Community Services Department's ability to lend account funds. Expands Guarantee Fund's income eligibility to allow use by moderate income borrowers. Allows department to transfer surplus funds from Housing Development and Guarantee Account to Affordable Housing Land Acquisition Revolving Loan Program.

HB 2600: Relating to disease outbreaks in congregate care facilities.

Requires long term care facilities, conversion facilities and residential care facilities providing care to six or more residents to adopt specified protocols and procedures regarding preventing and reporting disease outbreaks. Requires facilities to have designated individual with specialized training to be responsible for carrying out infection prevention and control protocols. Requires Department of Human Services, in coordination with Oregon Health Authority, to communicate regularly with facility administrators regarding best practices and protocols and to notify facilities of elevated risk of disease outbreak in facility's community. Requires administrators and certain employees of facilities and adult foster homes to be trained in preventing and containing disease outbreaks and reporting disease outbreaks. Requires long term care facilities, conversion facilities and residential care facilities providing care to six or more residents to have inspection by department of kitchen and other areas where food is prepared to ensure compliance with health and sanitation laws. Requires Long Term Care Ombudsman to notify licensing agency about any disease outbreak reported to ombudsman by residents or identified by ombudsman and to train designees on how to identify and report disease outbreaks. Applies to licenses issued or renewed on or after January 1, 2021.

HB 2896: Relating to manufactured dwellings; and prescribing an effective date.

Requires ] Establishes programs within Housing and Community Services Department to provide loans to one or more nonprofit corporations to develop programs that support manufactured dwelling park preservation and affordability for tenants. Allows department to forgive loans in amount not to exceed programs' losses. Requires nonprofit corporations to provide semiannual reports to department and department to provide biennial report to Legislative Assembly. Requires Office of Manufactured Dwelling Park Community Relations to disseminate notices of manufactured park closures or sales. Establishes programs within department to provide supplementary loans to individuals for new energy efficient manufactured dwellings and to provide grants for decommissioning and disposing of manufactured dwellings. Establishes advisory committee on manufactured housing within department. Requires committee to conduct annual evaluations of goals. Establishes Manufactured Home Preservation Fund for grant and loan programs and advisory committees. Establishes program within department to provide grants to nonprofit organization to develop infrastructure for new manufactured dwelling park in Springfield, Oregon. Appropriates moneys for deposit in Manufactured Dwelling Parks Account for grants. Requires department to submit report to Legislative Assembly on grants by December 15, 2020. Sunsets program June 30, 2023. Renames Mobile Home Parks Purchase Account to Manufactured Dwelling Parks Account. Expands allowable uses of account to support infrastructure for newly purchased manufactured dwelling parks, to support displaced individuals from closed parks and to supplement manufactured dwelling park grants to nonprofit organization. Appropriates moneys from General Fund to department for loans ] purposes of Act . Takes effect on 91st day following adjournment sine die.
