Relating to temporary assistance for needy families program; and declaring an emergency.

Specifies benefits that may be provided by Department of Human Services to low-income families after families, because of earnings or increases in hours of work, lose eligibility for temporary assistance for needy families (TANF). Delays, for two years, increase in number of months that family may receive specified benefits. ] Eliminates certain requirements for job opportunity and basic skills program. ] Extends suspension of provisions regarding TANF program. ] Creates TANF Housing Pilot Program in Housing and Community Services Department to provide housing stabilization services to families receiving services from temporary assistance for needy families program through grants awarded to local housing services providers. Specifies conditions for grants. Requires department to track and compile data and report to interim committees of Legislative Assembly related to human services on analysis of data and recommendations for legislative changes necessary to address barriers to housing stability faced by families in temporary assistance for needy families program. Requires Oregon Health Authority to administer Mental and Behavioral Health Pilot Program to award grants to up to four coordinated care organizations to assess need for mental health and substance abuse treatment services for individuals enrolled in temporary assistance for needy families program, refer individuals in need of services for appropriate care and track results of referrals. Requires grantees to collect data and report to authority specified information regarding referrals of individuals for services. Requires authority to develop educational materials containing best practices learned from pilot program and report to interim committees of Legislative Assembly related to health, no later than March 30, 2022, on need for services by recipients of temporary assistance for needy families, assessment of barriers to accessing services and recommendations for legislative changes to address barriers and meet needs. Creates Education and Training Pilot Program in Department of Human Services to provide funding to community-based entities through competitive application process. Requires entities to use funding to provide educational opportunities and vocational training to help recipients of temporary assistance for needy families be more competitive in job market and achieve careers that allow them to be safe, healthy and financially stable. Requires department to establish outcome measures and entities to report data necessary for department to assess efficacy of each project and services provided. Requires department to report to interim committees of Legislative Assembly related to human services, no later than September 15, 2021, findings from pilot program and recommendations for legislative changes necessary to implement practices that were most successful in meeting goals of pilot program. Sunsets all pilot programs on July 1, 2022. Declares emergency, effective on passage.
