SB 1506: Relating to the Bureau of Labor and Industries; prescribing an effective date.

] [ Requires the Legislative Policy and Research Director to conduct a study of the manner in which state labor agencies in other states are funded. Directs the director to submit findings to the interim committees of the Legislative Assembly related to labor and business no later than September 15, 2027. ] [ Sunsets on January 2, 2028. ] Amends the Workers' Benefit Fund assessment statute to direct the Department of Consumer and Business Services to set an additional assessment rate in order to deposit in a new BOLI Expenses Fund at least the greater of a minimum dollar amount to fund certain positions at the Bureau of Labor and Industries or 12 months of projected expenses for this purpose. Requires the assessment rate be set at a level to create and maintain a 12-month reserve in the new fund. Prohibits the transfer of assessment moneys in the Workers' Benefit Fund to the new fund for the Bureau of Labor and Industries positions. Raises the maximum fee amount paid by public agencies that award public works contracts subject to the prevailing wage rate. Requires the Bureau of Labor and Industries to submit a biennial report to the interim committees of the Legislative Assembly relating to labor that examines whether the maximum fee amount raises enough revenue for the bureau to meet its staffing needs. Takes effect on the 91st day following adjournment sine die.

HB 4048: Relating to rural health care tax credits; prescribing an effective date.

Expands the rural health care income tax credit to include pharmacist services performed in rural communities. Directs the Office of Rural Health to establish criteria for certifying pharmacists as eligible for the credit. Applies to tax years beginning on or after January 1, 2027. SB 1540: Relating to property insurance; prescribing an effective date.

Requires an insurer that uses a catastrophe model or wildfire risk model or scoring method to provide the Director of the Department of Consumer and Business Services a description of each model or scoring method , along with related information, and an explanation of how the insurer uses the model or scoring method in underwriting decisions. Specifies [ elements ] that an insurer must [ include in ] incorporate applicable community-level mitigation actions and property-specific mitigation actions into each model and requires the insurer to give a premium discount or adjustment, or other incentive, to a policy holder that demonstrates having undertaken a property-specific mitigation action or that a community-level mitigation action occurred in proximity to the policy holder's property. Requires an insurer to post on the insurer's website, and provide to an applicant for insurance or a policy holder seeking a renewal, information about premium discounts or adjustments, or other incentives, that are available to applicants or policy holders that undertake a property-specific mitigation action or demonstrate that a community-level mitigation action occurred in proximity to the applicant's or policy holder's property. Permits an applicant or policy holder to appeal an insurer's classification of the applicant's or policy holder's property or to dispute the amount of a premium discount or adjustment or other incentive the insurer provides. Takes effect on the 91st day following adjournment sine die.

SJR 202: Proposing an amendment to the Oregon Constitution relating to the duration of regular sessions of the Legislative Assembly.

Proposes an amendment to the Oregon Constitution to extend the duration of a regular session of the Legislative Assembly by one calendar day for each day that the Senate or the House of Representatives fails to achieve a quorum after attempting to do so. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

SB 1537: Relating to boards of education of community college districts; declaring an emergency.

Requires the members of a board of education of a community college district to have an official electronic mail address that is posted on a publicly accessible website. Requires the board to include at least one nonvoting member of the board who is a student at a community college in the district. Requires the board to report to the Legislative Assembly on the board's compliance with certain provisions of the Act. Modifies requirements for filling vacancies on the board. [ Requires employers who provide paid vacation time to compensate employees for all earned or accrued but unused paid vacation time when employment terminates. ] Requires employers that provide, by written policy or employment contract, for the payment of earned or accrued but unused paid time off upon termination to make such payments in accordance with statutory requirements governing final wages. SB 1588: Relating to inclusive utility investment programs.

Requires each electric company to develop an inclusive utility investment program to provide financing for customers' energy efficiency upgrades or renewable energy projects. Requires an inclusive utility investment program to provide savings reflected in the reduction in a customer's electricity or energy utility costs. Allows the Public Utility Commission to establish minimum financial savings standards and adopt and provide electric companies with performance incentives.

SB 1514: Relating to the regulation of public property with respect to persons experiencing homelessness; declaring an emergency.

Repeals the statute enacted by House Bill 3115 (2021) that established objective reasonableness as a statewide standard, for city and county laws regulating the use of public property with respect to persons experiencing homelessness, as the basis for a cause of action for injunctive and declaratory relief to challenge such laws and as an affirmative defense in the prosecution of violations of such laws.
