Establishes amounts authorized for issuance of general obligation bonds, revenue bonds, certificates of participation and other financing agreements for the biennium. Establishes amounts allocated for private activity bonds. [ Authorizes general obligation bonding for the Interstate 5 bridge replacement project for future biennia. ] Makes legislative findings regarding benefits to higher education institutions and community colleges from the issuance of bonds under Article XI-F(1) and Article XI-G of the Oregon Constitution. [ Requires a constructing authority to make certain certifications before issuance of bonds under Article XI-G of the Oregon Constitution. ] Requires specified constructing authorities to meet certain conditions before issuance of specified bonds. Establishes restrictions on general obligation bonding for the benefit of community colleges. Establishes requirements applicable to certain contracts for specified higher education capital construction projects. Declares an emergency, effective July 1, 2025.
Modifies laws governing the emergency health care provider registry to allow a broader range of volunteer services and allow deployment of volunteers outside of declared emergencies. Requires the Oregon Health Authority to provide workers' compensation coverage for volunteers who provide services in other states pursuant to certain interstate agreements.
Prohibits balance billing for ambulance ground transportation services in certain circumstances and creates rules for health benefit plan reimbursement of ambulance services. Requires ground ambulance services to submit established local rates to the Department of Consumer and Business Services. Establishes a database of local rates for ambulance services and allows for penalties to be imposed for violations. Requires the department to submit a report on the implementation of this Act.
] Provides a credit against an employer's unemployment insurance taxes for calendar year 2025 [ years 2025, 2026 and 2027 ] if the employer's tax rate for calendar year 2025 is at least [ three ] 2.5 percentage points less than the employer's tax rate for calendar year 2024.
Requires the Housing and Community Services Department to develop a senior housing development initiative. Transfers moneys from the Senior Property Tax Deferral Revolving Account to be used for the initiative. Requires the Department of Revenue to annually review the account, beginning in 2027, for estimated excess funds to transfer to the [ Elderly and Disabled Housing Fund ] General Housing Account for the initiative. Sunsets July 1, 2031. Provides that projects funded by the Elderly and Disabled Housing Fund remain eligible for affordable housing tax credits.
Increases for hospitals the annual license fees to be obtained by the Oregon Health Authority. Repeals fees that the Oregon Health Authority may charge for investigation and compliance activities. Allows the assessment of a late fee for a hospital that fails to pay a renewal license fee. Makes confidential and not subject to public disclosure information obtained by the Oregon Health Authority or the Department of Human Services during an intake or triage of a complaint or reported violation regarding the standard of care in a health care facility. Allows the Oregon Health Authority to accept a certification or accreditation from a federal agency or an accrediting body if a health care facility provides to the authority copies of summary documentation concerning the certification or accreditation. Appropriates moneys to the Oregon State Hospital for the payment of increased hospital licensing fees. Takes effect on October 1, 2025.

Changes the date by which the Oregon Health Authority report on opioid and opiate overdoses is due to the Legislative Assembly. Changes the definition of "hemodialysis technician." Requires the authority to keep confidential specified information related to psilocybin licensees, license applicants and permit holders. Defines "environmental health." Changes requirements for authorizations for certain environmental health occupations and professions. Aligns state regulations of clinical laboratories with federal law. Broadens the authority's ability to enter into contracts for purposes of supporting school-based health centers.

] Provides that [ a health care facility is ] certain entities providing a product as part of health care services are not a manufacturer, distributor, seller or lessor of [ a ] the product for purposes of a product liability civil action if the [ health care facility ] entity was not involved in the design or manufacture of the product. Takes effect on the 91st day following adjournment sine die.
] Directs the Oregon Health Authority to award grants to eligible entities to foster the recruitment and retention of behavioral health care providers at the entities. Specifies the manners in which an entity may use a grant. Requires an entity that receives a grant to report to the authority. [ Directs the authority to develop and implement an incentive payment to eligible entities in order to enable the entities to increase employee wages. ] Entitles an employee of a behavioral health employer to be reinstated with back pay if the employer unlawfully retaliates against the employee. Allows certain facilities to limit a resident's access to specified items. Requires a behavioral health employer to provide safety trainings to workers. Becomes operative July 1, 2026. Declares an emergency, effective July 1, 2025.
Authorizes the Oregon Business Development Department to provide financial assistance to projects related to industrial land. Establishes the Industrial Site Loan Fund in the State Treasury.
