Relating to the financial administration of the Oregon Business Development Department; and declaring an emergency.

Appropriation amounts for Operations, Infrastructure, Arts, and Debt service were adjusted, with Debt service decreasing from $117.8M to $111.1M and Operations increasing from $398K to $402K.

Three duplicate appropriation sections (originally Sections 3-5) were removed to eliminate redundancy and consolidate funding language.

Infrastructure grant amounts were reduced for specific projects including City of Amity (removed entirely), Port of Coos Bay navigation (cut from $10M to $5M), and Warm Springs water systems (reduced from $3.7M to $2.7M).

New Section 6 was added to appropriate $100,000 for infrastructure grants under section 28, chapter 606, Oregon Laws 2023.

Arts grant amounts were adjusted with some recipients removed (City of Burns, Josephine Community Library Foundation, Southern Oregon Historical Society, Rainier Oregon Historical Museum, Columbia County Museum Association, Clatsop County Historical Society) and new recipients added (Portland Institute for Contemporary Art, Very Little Theatre).

Maximum expenditure limits for the department were updated, with Business/innovation/trade limits decreasing from $158.9M to $90.4M and Infrastructure limits decreasing from $626.2M to $322.6M.

Section 9 was added to establish a $197.2M maximum limit for expenses from American Recovery and Reinvestment Act funds.
