HR 5375: To regulate tax return preparers and refund anticipation payment arrangements.

This bill authorizes the Department of the Treasury to certify or decertify (for incompetence or willful misrepresentation) the practice of tax return preparers and impose fees on such preparers. It also authorizes Treasury to require tax return preparers to provide disclosures to person receiving tax return preparation services and regarding refund anticipation payment arrangements. Treasury may impose a penalty on tax return preparers who fail to make required disclosures.

HR 2424: Agricultural Fairs Rescue Act

Agricultural Fairs Rescue Act This bill directs the Agricultural Marketing Service of the Department of Agriculture to establish a program to award grants to states or state departments of agriculture to provide support to agricultural fairs for losses sustained by such fairs due to COVID-19. As a condition of receiving a grant, recipients shall agree to (1) prioritize supporting agricultural fairs in the state facing the greatest financial hardship, and (2) use not more than 5% of grant funds for administrative costs incurred in providing support to agricultural fairs.

HR 5361: We Need Eviction Data Now Act of 2021

We Need Eviction Data Now Act of 2021 This bill requires the Department of Housing and Urban Development (HUD) to establish and maintain a national eviction database. The database must contain eviction data compiled annually by state courts. HUD must award grants to local governments and nonprofit organizations to collect data from landlords on illegal self-help evictions for inclusion in the database. The bill also requires HUD to establish an advisory committee on eviction research.

HR 5370: Medically Tailored Home-Delivered Meals Demonstration Pilot Act of 2021

Medically Tailored Home-Delivered Meals Demonstration Pilot Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to establish a demonstration program to allow hospitals to provide medically tailored, home-delivered meals to Medicare beneficiaries who have a diet-impacted disease (e.g., kidney disease) and have daily living limitations. Participating hospitals must (1) retain a physician, registered dietitian or nutrition professional, or clinical social worker to screen, monitor, and coordinate services for individuals who receive meals through the program; and (2) contract with experienced organizations for meal delivery. Hospitals may choose to also provide meals to an individual's primary caregiver or to a dependent under the age of 18 who resides in the same household.

S 2820: DASH Act

Decent, Affordable, Safe Housing for all Act or the DASH Act This bill provides grants, loans, tax credits, and other assistance to promote the building, maintenance, and affordability of housing. Specifically, the bill requires the Department of Housing and Urban Development to (1) provide housing vouchers to individuals and families experiencing or at risk of experiencing homelessness, (2) provide grants for the modular construction of affordable housing, (3) propose a new formula for distribution of Housing Trust Fund amounts, and (4) encourage zoning and community planning methods that promote multi-family housing. The bill also makes permanent certain homeless assistance programs. The Department of Agriculture (USDA) must provide grants and loans to construct or preserve affordable housing for farm laborers and may provide rural housing vouchers for low-income households residing in certain properties financed with or insured by USDA loans. The bill also makes permanent a program for the preservation and revitalization of USDA-backed housing projects and expands existing domestic violence housing protections to rural housing voucher recipients. The bill expands the Low-Income Housing Tax Credit (LIHTC) to be more widely available and to allocate a larger portion of available funds to projects serving extremely low-income households. Further, the bill creates a refundable tax credit for participating owners of rental buildings who lower rents for their low-income tenants. The bill also creates a tax credit similar to the LIHTC for the development of housing for middle-income households and provides a tax credit of up to $15,000 for first-time homebuyers.

S 2819: Protect Our CREDIT Act of 2021

Protect Our Citizens from Reckless Extortion of our Debt and Irresponsible Tactics Act of 2021 or the Protect Our CREDIT Act of 2021 This bill allows the President to increase the statutory debt limit unless a joint resolution of disapproval is passed by Congress and becomes law. Prior to the beginning of each fiscal year, the President must submit to Congress a certification that specifies the existing debt, the debt limit, and the debt that will be necessary to issue during the next year to meet existing commitments. The debt limit is increased by the proposed amount, unless a joint resolution of disapproval is passed by Congress within 15 days and becomes law. Congress must consider the joint resolution using specified expedited legislative procedures. The President must submit an additional certification to Congress during the year if the debt is within $250 billion of the limit, and further borrowing is necessary to meet existing commitments. The certification must propose a new debt limit for the remainder of the year and explain any discrepancy with the earlier certification. The new debt limit also goes into effect, unless a joint resolution of disapproval is passed by Congress within 15 days and becomes law. The bill suspends the debt limit during the period in which Congress is considering a joint resolution of disapproval after the President has submitted a mid-year certification.

HR 5348: ESP Family Leave Act

ESP Family Leave Act This bill allows education support professionals to meet the hours of service requirements for family and medical leave if they have worked a number of hours equal to not less than 60% of the total monthly hours expected for their job descriptions and duties, as assigned for the previous school year. Education support professionals are employees within a public school or public institution of higher education which may include specified staff, such as paraeducators, administrative support staff, custodians, skilled trade workers, and nursing support staff. The Department of Labor may provide a method for calculating such leave for these professionals.

HR 5344: Two-State Solution Act

Two-State Solution Act This bill addresses U.S. policy and related activities to preserve conditions for a two-state solution to resolve territorial disputes between Israel and Palestine. The bill prohibits the United States from providing support for projects in geographic regions that came under Israeli control after June 5, 1967. It also prohibits the use of any U.S. security assistance, defense articles, or defense services provided to Israel for efforts to annex or exercise permanent control over any part of the West Bank or Gaza. Current law designates the Palestine Liberation Organization (PLO) as a terrorist organization and restricts its activities (e.g., prohibiting it from maintaining an office in the United States). The President may waive for up to six months some of these restrictions to serve U.S. national security or diplomatic interests. If the President certifies that the PLO has ceased supporting terrorist actions and met other conditions, the bill automatically terminates the terrorist organization designation. Goods produced in the West Bank or Gaza that are imported into the United States must indicate those areas as the country of origin on their labels. The bill expands the scope of certain foreign and development assistance to foster initiatives, including shared educational opportunities and youth activities, that connect Israelis and Palestinians. Additionally, the Department of State and the U.S. Agency for International Development may jointly award grants to private, nonprofit organizations to promote human rights and democracy, strengthen civil society, and otherwise address the needs of the Palestinian people.
