Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.
Department of Veterans Affairs Information Technology Reform Act of 2022 This bill addresses the management and implementation of information technology projects and investments of the Department of Veterans Affairs (VA). Specifically, the bill prohibits the VA from obligating or expending funds for any major information technology project that begins after the date of enactment of this bill unless a report is submitted that includes information on the cost, schedule, and performance of the project, as generated by the business owner of the project prior to the commencement of the project. The information in the report must be used as a baseline against which changes or variances are measured and reported on during the life cycle of the project. Projects must be managed by an interdisciplinary team that includes a certified project manager, a functional lead, a technical lead, a contracting officer, and other appropriate personnel. The VA's Chief Information Officer must (1) exercise authority over the management, governance, and oversight processes relating to existing or proposed information technology of the VA's Financial Services Center; and (2) supervise the information technology employees and contractors of the center. The VA must ensure its annual budget justification materials include a list of its active information technology projects and specified information about such projects, projected funding needs for projects, and a prioritized list of every proposed project that is unfunded.
Credit Union Board Modernization Act This bill revises the frequency of meetings required to be held by a credit union's board of directors. Specifically, the bill requires monthly meetings for new credit unions during their first five years and for credit unions with a low soundness rating. All other credit unions must hold at least six meetings annually, with at least one meeting held during each fiscal quarter. Currently, all credit union boards must meet at least once a month.
Combating the Persecution of Religious Groups in China Act This bill expresses the sense of Congress that the United States should promote religious freedom in China and makes statements of policy related to such freedom. In particular, the bill states that it is U.S. policy to consider senior Chinese government officials who are responsible for the persecution of Christians or other religious minorities in China to have committed (1) a gross violation of internationally recognized human rights for the purpose of imposing certain sanctions, and (2) a particularly severe violation of religious freedom for the purpose of determining whether such an individual is admissible into the United States.
CHIP-IN Improvement Act of 2022 This bill modifies the Department of Veterans Affairs (VA) pilot program that authorizes the VA to accept property donations from certain entities (e.g., private entities), including by authorizing the VA to provide additional unobligated funds to finance, design, or construct a facility proposed to be accepted by the VA if specified requirements are met.
This resolution supports the designation of October 2-October 8, 2022, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.
National Center for the Advancement of Aviation Act of 202 2 This bill establishes the National Center for the Advancement of Aviation to (1) develop a skilled and robust U.S. aviation and aerospace workforce; (2) serve as a national independent forum to support collaboration and cooperation between aviation and aerospace stakeholders regarding the advancement of the U.S. aviation and aerospace workforce; and (3) serve as a repository for research conducted by institutions of higher education, research institutions, or other stakeholders regarding the aviation and aerospace workforce, or related technical and skill development. The center must perform the following duties improve access to aviation and aerospace education and related skills training to help grow the U.S. aviation and aerospace workforce; support Armed Forces personnel and veterans seeking to transition to a career in civil aviation or an aerospace-related field through outreach, training, apprenticeships, or other means; and amplify and support the research and development efforts conducted as part of the National Aviation Research Plan and work done at the Federal Aviation Administration Technical Centers regarding the aviation and aerospace workforce. Additionally, the center may issue grants to certain entities to create, develop, deliver, or update middle and high school aviation curricula and aviation curricula used at institutions of higher education, secondary educations institutions, or by technical training and vocational schools; support the professional development of educators using the curricula; establish new education programs that teach technical skills used in aviation maintenance; establish scholarships, internships or apprenticeships for individuals pursuing employment in the aviation maintenance industry; support outreach about educational opportunities and careers in the aviation maintenance industry; and support the transition to career in aviation maintenance, including for members of the Armed Forces.
This resolution designates November 5, 2022, as National Bison Day to honor the historical, cultural, and economic significance of bison in the United States. It specifically recognizes bison as the national mammal (adopted in 2016), their vital role in Native American tribal heritage and conservation, and their contributions to rural economies. The resolution encourages the public to observe the day with ceremonies and activities, building on an annual tradition celebrated since 2012. As a commemorative resolution, it does not create new laws or regulations.
Nonprofit Security Grant Program Improvement Act of 2022 This bill modifies the Nonprofit Security Grant Program of the Department of Homeland Security and reauthorizes appropriations for such program through FY2028. The Federal Emergency Management Agency (FEMA) must establish an office, headed by a senior FEMA official, to administer the program. Office responsibilities include those related to outreach, engagement, education, and technical assistance. FEMA must also publish grant guidelines and may prohibit states from closing application processes before the publication of the guidelines. FEMA must seek to enter into a contract or other agreement with an independent research organization for the conduct of a study that analyzes and reports on (1) the effectiveness of the program for preparedness against terrorism and other threats; (2) the risk-based formula and allocations under the program; and (3) the risk profile of and any identifiable factors leading to the low participation of traditionally underrepresented groups and states under the program.
Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 125 law enforcement officers. Grant funds may be used for various activities, including to provide de-escalation training and improve recruitment and retention.
This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.
Helen Keller National Center Reauthorization Act of 202 2 This bill reauthorizes through FY2027 the Helen Keller National Center for Youths and Adults Who Are Deaf-Blind.
