Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.
Federal Insurance Office Abolishment Act of 2021 This bill eliminates the Federal Insurance Office (FIO) within the Department of the Treasury. The bill also removes the FIO director as a nonvoting member of the Financial Stability Oversight Council.
Lawful Interstate Transportation of Firearms Act This bill revises criminal provisions related to the interstate transportation of firearms and ammunition. An individual may transport a firearm between two places (e.g., states) where it is legal to possess, carry, or transport the firearm. During transport, the firearm must be unloaded and secured or securely stored. Additionally, an individual may transport ammunition, or a detachable magazine or feeding device, between two places where it is legal to possess, carry, or transport the ammunition, magazine, or feeding device. During transport, the ammunition, magazine, or feeding device must not be loaded into a firearm and must be securely stored. The term transport includes staying in temporary lodging overnight; stopping for food, fuel, vehicle maintenance, an emergency, or medical treatment; or any other activity incidental to the transport. The bill prohibits the arrest or detention of an individual for a state or local firearm or ammunition violation unless there is probable cause to believe the individual failed to comply with the provisions of this bill.
Modern Worker Empowerment Act This bill requires the use of common law rules for defining an employee under the Fair Labor Standards Act of 1938. Generally, an individual is an employee under common law rules when an employer controls what work will be done and how it will be done, among other factors.
Alzheimer's Caregiver Support Act This bill authorizes grants to expand training and support services for families and caregivers of individuals living with Alzheimer's disease or a related dementia. The Department of Health and Human Services may award these grants to community organizations and health care and social service providers.
This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.
This resolution establishes the Senate Human Rights Commission to (1) serve as a forum for bipartisan discussion of international human rights issues and promotion of internationally recognized human rights as enshrined in the Universal Declaration of Human Rights; (2) raise awareness of international human rights violations through regular briefings and hearings; and (3) collaborate with congressional entities, the executive branch, human rights entities, and nongovernmental organizations to promote human rights initiatives within the Senate. In addition, the resolution prohibits the commission from (1) having legislative jurisdiction; (2) having authority to take legislative action on any bill or resolution; or (3) encroaching upon the jurisdiction of any standing, select, or special committee of the Senate.
This resolution supports the designation of February 20-February 27, 2021, as National FFA Week. It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of leaders who will change the world, and (2) celebrates 50 years of National FFA alumni and supporters.
This resolution directs the Clerk of the House of Representatives to make specified corrections in the engrossment of H.R. 1319 (American Rescue Plan Act of 2021).
Earmark Elimination Act of 2021 This bill establishes a point of order in the Senate against considering legislation that includes an earmark. An earmark is generally any congressionally directed spending, tax benefit, or tariff benefit that benefits a specific entity, state, locality, or congressional district other than through a statutory or administrative formula or competitive award process. The point of order may be waived by an affirmative vote of two-thirds of the Senate. If the point of order is successfully raised and sustained, the earmark must be stricken from the legislation.
This bill creates a point of order against considering legislation in the Senate that modifies the total number of Justices of the U.S. Supreme Court. The bill allows the point of order to be waived by a vote of two-thirds of the Senate.
Protecting American Energy Production Act This bill prohibits the President from declaring a moratorium on the use of hydraulic fracturing unless Congress authorizes the moratorium. The bill also expresses the sense of Congress that states should maintain primacy for the regulation of hydraulic fracturing for oil and natural gas production on state and private lands.
