Drinking Water and Wastewater Infrastructure Act of 2021 This bill reauthorizes through FY2026 or establishes a variety of programs for water infrastructure. Specifically, it supports programs to provide safe drinking water or treat wastewater, such as sewer overflows or stormwater. For example, the bill reauthorizes and revises the clean water state revolving fund (SRF) and the drinking water SRF.
Billion Dollar Boondoggle Act of 2021 This bill directs the Office of Management and Budget to issue guidance requiring federal agencies to report annually to Congress regarding certain federally funded projects that are (1) more than five years behind schedule, or (2) have expenditures that are at least $1 billion more than the original cost estimate for the project.
Military Moms Matter Act of 2021 This bill addresses Department of Defense (DOD) policies regarding parental leave and postpartum care for service members. The bill authorizes primary caregivers to take 12 weeks of parental leave, and up to 6 weeks of medical convalescent leave (which may not be considered in calculating the 12 weeks of parental leave), in connection with the birth of a child. Additionally, primary caregivers are authorized to take up to 12 weeks of parental leave in connection with the adoption of a child. Under the bill, secondary caregivers are authorized to take up to 12 weeks of parental leave in connection with the birth or adoption of a child. The bill also removes the requirement that secondary caregivers must take such leave in one increment. Among other requirements, DOD must also provide at least four postpartum mental health assessments and other medical care in the year after a service member (or their dependent) gives birth, ensure that a service member (or their dependent) who gives birth at a military medical treatment facility has the option to schedule a postpartum follow-up appointment concurrent with the date of the follow-up appointment for postnatal care for the newborn infant, develop a standardized policy prohibiting each military branch from requiring a service member to take a physical fitness test until one year after giving birth, and issue guidance on the development and implementation of standard protocols for the treatment of obstetric hemorrhages.
Adoption Tax Credit Refundability Act of 2021 This bill makes the tax credit for adoption expenses refundable.
This bill modifies the definition of water heater , otherwise revises energy conservation standards, and sets forth labeling requirements for water heaters.
Helping Ensure Life- and Limb-Saving Access to Podiatric Physicians Act or the HELLPP Act This bill adds podiatrists as covered physicians under the Medicaid program. Additionally, the bill revises certain documentation requirements related to Medicare coverage of therapeutic shoes for individuals with diabetes. Finally, the bill subjects payments made to a Medicaid provider or supplier to a continuing levy for federal taxes owed by the provider or supplier.
Strengthening America's Families Act of 2021 This bill provides statutory authority for the Infant and Toddler Court Program and a related resource center. It also permits the Health Resources and Services Administration to expand the program through grants to states, tribal nations, and territories for establishing, stabilizing, or enhancing infant-toddler court teams. This program aims to improve the well-being of infants, toddlers, and families in the child welfare system through team-based case management services that foster coordination among courts, child welfare agencies, and other child-serving organizations. The resource center provides technical assistance, training, and other support for infant-toddler court teams.

Build Responsible Infrastructure Development for the Global Economy Act or the BRIDGE Act This bill requires the Department of State to report to Congress on China's Belt and Road Initiative and U.S. efforts to counter the initiative. (The initiative is a Chinese government effort to boost infrastructure development and expand China's influence across most of the globe.) Within one year of the bill's passage, the State Department must also report to Congress a plan to implement a detailed strategy for the State Department, the U.S. Agency for International Development, and the Department of Commerce to coordinate resources to counter the initiative.
Department of Energy Biological Innovation Opportunities Act or the Department of Energy BIO Act This bill requires the Advanced Research Projects Agency-Energy (ARPA-E) within the Department of Energy to select and establish up to four bioenergy research centers. The centers must conduct research to inform the production of biofuels and to facilitate the translation of the research results to industry. ARPA-E may select existing bioenergy research centers and provide support for them under this bill.
Korean American Vietnam Allies Long Overdue for Relief Act or the Korean American VALOR Act This bill entitles certain veterans who served in the armed forces of the Republic of Korea to hospital and domiciliary care and medical services through the Department of Veterans Affairs (VA). Specifically, the bill entitles those veterans who served in the armed forces of the Republic of Korea in Vietnam between January 9, 1962, and May 7, 1975, or during a time period determined by the VA, and became U.S. citizens after such service.
