S 2453: PLANE Act of 2021

Promoting the Launch of Aviation's Next Era Act of 2021 or the PLANE Act of 2021 This bill revises provisions related to the Federal Aviation Administration (FAA), including provisions for air traffic controllers and protections for the aviation community. Among other things, the bill expands pilot protection to include that pilot facing an investigation by the FAA can appeal to a federal district court for de novo review, establishes a five-year public-private partnership for general aviation airports to attract private sector investments, designates certain general aviation airports as disaster relief airports, directs employees and staff of the FAA Academy responsible for training air traffic controllers to remain open during a government shutdown, provides practical experience for trainee air traffic control operators, and requires that all tax receipts from aviation fuel sources are deposited in the Airport and Airway Trust Fund.

S 2458: Certainty for General Aviation Pilots Act of 2021

Certainty for General Aviation Pilots Act of 2021 This bill deems that individuals who provide flight instruction or testing (including phased testing of experimental aircraft) are not operating an aircraft carrying persons or property for hire. Under current law, individuals must generally obtain a regulatory exemption or other authority to deviate from regulatory requirements to provide compensated flight training or testing.

S 2449: Federal Firearms Licensee Protection Act of 2021

Federal Firearms Licensee Protection Act of 2021 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

HR 4672: ABLE Employment Flexibility Act

ABLE Employment Flexibility Act This bill permits employers to make tax-exempts contributions to ABLE (Achieving Better Life Experience) accounts in lieu of making contributions to existing tax-exempt defined contribution retirement plans. An ABLE account is established to pay the expenses (e.g., food, education, housing, transportation, employment training and support, and health care expenses) of a designated beneficiary who is disabled.

S 2408: Protecting Life on College Campus Act of 2021

Protecting Life on College Campus Act of 2021 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.

S 1797: Urban Indian Health Providers Facilities Improvement Act

Urban Indian Health Providers Facilities Improvement Act This bill expands the authority of the Indian Health Service (IHS) to make funds available for urban Indian organizations to renovate, construct, or expand urban Indian health facilities. Specifically, the bill authorizes the IHS to (1) make funds available for renovations even if the renovations are not minor, and (2) make funds available for purposes other than assisting the organizations in meeting certain accreditation standards.

HR 4587: Value in Health Care Act of 2021

Value in Health Care Act of 2021 This bill makes a series of changes to certain methodologies and components used in the Medicare Shared Savings Program. The program enables accountable care organizations (ACOs) to receive payments for savings stemming from care coordination and management. Among other changes, the bill requires the Centers for Medicare & Medicaid Services to increase the shared savings rate for participating ACOs, as specified, and to establish a program that assists ACOs with start-up and operational costs of participation. The bill also extends certain incentive payments for health professionals who participate in eligible alternative payment models. The Government Accountability Office must report on health outcomes and racial disparities among beneficiaries who receive care from providers under alternative payment models compared to beneficiaries who receive care from providers under the traditional fee-for-service system.
