Supply Chain Security and Pharmaceutical Authentication Act of 2021 This bill modifies the application of requirements for drug packaging to include certain information, such as the product's lot number and expiration date. Under the bill, the requirements shall apply to the packaging of the smallest or individual solid oral dosage form of the product. Currently, such requirements apply to the smallest container (which might contain multiple dosages) of the product that is intended for individual sale to a dispenser, such as a pharmacy.

Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.
Safeguarding Coal Leasing Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on coal leasing.
Safeguarding Oil and Gas Leasing and Permitting Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Gulf of Mexico region of the outer Continental Shelf.

Cable Transparency Act This bill modifies the term and termination of cable franchises. Specifically, the bill provides that a cable franchise shall continue without any requirement for an operator to renew such franchise until the date the franchise is revoked or terminated. Under current law, a cable operator must submit a proposal for renewal of the franchise to the franchising authority. The bill prohibits generally (1) a franchising authority from revoking a franchise, (2) a cable operator from terminating a franchise, or (3) the revocation or termination of a franchise by operation of law. However, a cable operator may terminate a franchise by submitting a written request to the franchising authority for the revocation of such franchise, and a franchising authority may revoke a franchise if it (1) finds that the cable operator has knowingly and willfully failed to meet a material requirement of the franchise, (2) provides the cable operator an opportunity to cure such failure, and (3) does not waive or acquiesce to the failure to meet the requirement. Further, during a franchise period, a cable operator may obtain the elimination or modification of a franchise requirement by submitting a request for such elimination or modification to the franchising authority. The franchising authority shall grant such request if the cable operator demonstrates good cause and shows that the services required by the franchise will be maintained.
Accelerating Carbon Capture and Extending Secure Storage through 45Q Act or the ACCESS 45Q Act This bill extends the tax credit for carbon oxide sequestration through 2035 and allows taxpayers an election to receive payments in lieu of the credit. The bill also permits an allowance of the carbon oxide tax credit against the base erosion minimum tax. The base erosion minimum tax is a tax on large corporation that is calculated after adding back to taxable income certain deductible payments made to related foreign persons.
This resolution urges the U.S. Postal Service to take steps to ensure the continuation of its six-day mail delivery service.
Law Enforcement Officers Equity Act This bill expands the definition of law enforcement officer under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS). Specifically, the bill expands the definition to include (1) federal employees whose duties encompass the investigation or apprehension of suspected or convicted criminals and who are authorized to carry a firearm; (2) Internal Revenue Service employees whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns; (3) U.S. Postal Inspection Service employees; (4) Department of Veterans Affairs police officers; and (5) certain U.S. Customs and Border Protection employees who are seized-property specialists with duties relating to custody, management, and disposition of seized and forfeited property. The bill deems service performed by an incumbent law enforcement officer on or after the enactment date of this bill to be service performed as a law enforcement officer for retirement purposes. The past service of such incumbents shall be treated as service performed by a law enforcement officer for retirement purposes only if a written election is submitted to the Office of Personnel Management within five years after the enactment of this bill or before separation from government service, whichever is earlier. An incumbent who makes an election before the enactment of this bill may pay a deposit into the Civil Service Retirement and Disability Fund to cover prior service. A law enforcement officer shall not be subject to mandatory separation during the three-year period beginning on the enactment of this bill.
