Access to Rare Indications Act of 2021 This bill provides for coverage under the Medicare prescription drug benefit, Medicaid, and private health insurance of certain drugs that are used to treat rare diseases or conditions (i.e., diseases or conditions that affect 200,000 or fewer individuals). Such drugs must be supported by peer-reviewed research or medical experts and must not have been reviewed unfavorably in specified compendia or used in a way that conflicts with approved labels.
Allied Health Workforce Diversity Act of 2021 This bill allows the Department of Health and Human Services to provide grants to accredited education programs to increase diversity in the physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology professions. Grants may be used to provide scholarships or to support recruitment and retention of students from underrepresented groups.
Let States Innovate Under Medicaid Act This bill allows state Medicaid programs to use demonstration waivers to institute work or community engagement requirements as a condition of Medicaid eligibility, except for specified populations (e.g., medically frail individuals).
Community Bank Relief Act of 2021 This bill requires banking agencies to set the community bank leverage ratio between 8% and 8.5% for calendar years 2022, 2023, and 2024 for community banks seeking to satisfy simplified capital adequacy requirements. Currently, banking agencies are statutorily required to set the rate between 8% and 10% through rulemaking. Under current regulations, the rate will increase from 8.5% to 9% on January 1, 2022.
Employee Retention Tax Credit Reinstatement Act This bill provides for a reinstatement of the employee retention tax credit through 2021. The credit was established to compensate employers whose businesses were negatively impacted by the COVID-19 pandemic for wages paid to their employees.
VA Canine Reporting Act of 2021 This bill requires the Department of Veterans Affairs to report on the average time it took to provide a veteran with a service or guide dog in the prior year and legislative recommendations to reduce such wait time.
Taylor Force Martyr Payment Prevention Act of 2021 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.
Securing American Families from Exploitation at the Border Act or the SAFE Border Act This bill directs the Federal Emergency Management Agency (FEMA) to establish a temporary grant program to reimburse landowners for loss or damage to property caused by an individual illegally crossing the southern border or to improve the security of such property. Specifically, FEMA may provide grants to landowners who have experienced (or are at risk of experiencing) property theft or damage in areas within 10 miles of the U.S.-Mexico border.

This bill prohibits the Department of Defense (DOD) from taking specified actions against a member of the National Guard based on whether the member has received a COVID-19 vaccine. Specifically, DOD may not (1) involuntarily discharge or discipline the member, (2) withhold pay or benefits from the member, or (3) prohibit the member from participating in training or using equipment.
Crucial Communism Teaching Act This bill directs the Victims of Communism Memorial Foundation to develop a civic education curriculum and oral history resources for high school students to promote understanding of certain political ideologies (e.g., communism and totalitarianism) that conflict with principles of U.S. democracy.
