Disaster Assistance Simplification Act This bill directs the Federal Emergency Management Agency (FEMA) to establish a web-based, interagency electronic information system to be known as DisasterAssistance.gov to provide for a universal disaster application across federal agencies. Specifically, such system shall facilitate a consolidated application for any form of disaster assistance provided by a disaster assistance agency; carry out the purposes of disaster assistance programs swiftly, efficiently, equitably, and in accordance with specified laws and privacy and data protections; and support the detection, prevention, and investigation of waste, fraud, abuse, or discrimination in the administration of disaster assistance programs. DisasterAssistance.gov shall permit (1) applicants to receive status updates and update disaster assistance information throughout their recovery, and (2) the distribution of additional recovery resource information to survivors that may be available in a disaster stricken jurisdiction. Further, it shall provide disaster survivors with information and documentation on applications. FEMA shall facilitate the collection of disaster assistance information into DisasterAssistance.gov only after (1) it certifies that the website substantially complies with specified data security standards and any other applicable federal information security policy, (2) the Department of Homeland Security publishes a privacy impact assessment, and (3) FEMA publishes standard rules of behavior for disaster assistance agencies and personnel to protect information from improper disclosure. FEMA may certify a federal agency as a disaster assistance agency after posting an agreement that contains the detailed terms of the agreement.
Electronic Prescribing for Controlled Substances Act or the EPCS 2.0 Act This bill generally requires health insurance plans to establish policies requiring in-network providers to transmit prescriptions for controlled substances to pharmacies electronically.
Nonprofit Security Grant Program Improvement Act of 2022 This bill modifies the Nonprofit Security Grant Program of the Department of Homeland Security and reauthorizes appropriations for such program through FY2028. The Federal Emergency Management Agency (FEMA) must establish an office, headed by a senior FEMA official, to administer the program. Office responsibilities include those related to outreach, engagement, education, and technical assistance. FEMA must also publish grant guidelines and may prohibit states from closing application processes before the publication of the guidelines. FEMA must seek to enter into a contract or other agreement with an independent research organization for the conduct of a study that analyzes and reports on (1) the effectiveness of the program for preparedness against terrorism and other threats; (2) the risk-based formula and allocations under the program; and (3) the risk profile of and any identifiable factors leading to the low participation of traditionally underrepresented groups and states under the program.
Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 125 law enforcement officers. Grant funds may be used for various activities, including to provide de-escalation training and improve recruitment and retention.
State Antitrust Enforcement Venue Act of 2022 This bill limits the transfer and consolidation of antitrust cases that are brought by states in federal court. Current law generally permits federal civil cases that are related to be transferred to a single district court and consolidated for pretrial proceedings. However, under current law, antitrust cases brought by the federal government are exempt from transfer and consolidation. This bill adds to that exemption antitrust cases brought by states.
This resolution supports the designation of National Hunting and Fishing Day. The resolution also supports the responsible management of wildlife and natural resources entrusted to the public. Finally, the resolution encourages state-driven hunting and fishing education and safety programs around the country.

Preventing Underhanded and Nefarious Iranian Supported Homicides Act of 2022 or the PUNISH Act of 2022 This bill extends sanctions and national emergencies related to Iran established by specified executive orders and limits the authority of the President to waive sanctions related to Iran. The bill requires the Department of State to periodically report whether Iran or any foreign person has supported specified activities, including murder or politically motivated detention in Iran of a U.S. citizen.
Protecting Access for Hunters and Anglers Act of 2022 This bill bars the Department of the Interior and the Department of Agriculture from prohibiting or regulating the use of lead ammunition or tackle on federal land or water that is under the jurisdiction of such departments and made available for hunting or fishing. The bill makes exceptions for specified existing regulations and where the applicable department determines that a decline in wildlife population at the specific unit of federal land or water is primarily caused by the use of lead in ammunition or tackle, based on the field data from such unit, and the state approves the regulations.
Strengthening Tribal Families Act of 2022 This bill requires a state plan for child welfare services and a state plan related to the Promoting Safe and Stable Families Program to ensure that the state shall comply with all federal standards established under the Indian Child Welfare Act of 1978. Additionally, the bill directs the Department of Health and Human Services to submit biennial reports to Congress on certain reviews of child and family service programs.
