Law Enforcement De-Escalation Training Act of 2022 This bill directs the Department of Justice (DOJ) to develop scenario-based training curricula (or identify existing curricula) that includes topics such as alternatives to the use of force, de-escalation tactics, and safely responding to an individual experiencing a mental, behavioral health, or suicidal crisis. The bill also directs DOJ to make grants to states for costs associated with providing the training to law enforcement officers or mental health professionals.
Protecting Families from Fertility Fraud Act of 2022 This bill establishes a new federal criminal offense for knowingly misrepresenting the nature or source of DNA used in assisted reproductive technology or assisted insemination. The term assisted reproductive technology includes any treatment or procedure that involves the handling of human oocytes or embryos, such as in vitro fertilization, gamete intrafallopian transfer, and zygote intrafallopian transfer. The term assisted insemination includes any procedure that involves the handling of sperm including intrauterine insemination. A violation is subject to a fine, a prison term of up to 10 years, or both. Additionally, the bill makes the violation a predicate offense (i.e., an underlying offense) for prosecutions under the federal racketeering statute.
This bill imposes a 5% transfer fee on remittances sent to recipients outside of the United States, to be paid by the sender. The bill also establishes for U.S. citizens a tax credit equal to the amount that the citizen taxpayer paid in such transfer fees for any taxable year. The bill also provides funding for various border-related activities, such as to build a barrier along the U.S.-Mexico barrier. The funding shall be equal to the amount collected by the transfer fee minus the tax credits allowed.
HR 8563, the Sunset Act of 2022, requires most federal agency rules to automatically expire 10 years after issuance unless Congress passes a specific extension. Agencies must submit reports to Congress 180 days before expiration and identify rules for annual review, with 10% of rules reviewed each year for 9 years. Congress can extend rules only through a joint resolution introduced within 3 days of receiving the agency report, requiring bipartisan leadership sponsorship. American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.
Protecting an Alien child's Reasonable Expectation of No Trafficking Act of 2022 or the PARENT Act of 2022 This bill requires U.S. Customs and Border Protection to transfer custody of an unaccompanied alien child only to the Department of Health and Human Services or the child's parent or legal guardian.
Parity for Tribal Law Enforcement Act This bill treats certain tribal law enforcement officers as federal law enforcement officers under specified circumstances. Specifically, the bill authorizes the law enforcement officers of any Indian tribe that has contracted or compacted any or all federal law enforcement functions through the Indian Self-Determination and Education Assistance Act to enforce federal law within the tribe's jurisdiction if those officers meet certain qualifications. These qualifications include completing training and passing an adjudicated background investigation. Further, the bill deems a tribal law enforcement officer who is acting under an authorized contract or compact as a federal law enforcement officer for the purposes of certain federal laws, including for injury and death, retirement, and pension benefits. The Department of the Interior must (1) develop procedures for credentialing tribal officers to confirm these officers meet minimum certification standards and training requirements for Indian country peace officers, and (2) promulgate guidance to implement this bill. The bill also requires the Department of Justice to coordinate and provide oversight for its functions and programs to ensure a coordinated approach for public safety in Indian communities.
Disclosing Foreign Influence in Lobbying Act This bill requires registered lobbyists to disclose any foreign countries or political parties that are involved in the direction, planning, supervision, or control of the lobbyist's activities.
Justice for American Victims Of Terrorism Act of 2022 This bill requires certain funds seized from Da Afghanistan Bank pursuant to a February 11, 2022, executive order to be transferred to the U.S. Victims of State Sponsored Terrorism Fund, which provides compensation to certain U.S. persons injured in acts of international state-sponsored terrorism.
Supporting Opportunities to Build Everyday Responsibility Act of 2022 or the SOBER Act of 2022 This bill directs the Department of Justice to establish a grant program to provide funding for 24-7 sobriety programs. It also directs the National Institute of Justice to evaluate the policies and procedures used by grant recipients to reduce crime, recidivism, and incarceration attributed to use of alcohol or controlled substances.
Ensuring Safer Schools Act of 2022 This bill allows funds under the Community Oriented Policing Services (COPS) grant program to be used to hire and train veterans and retired law enforcement officers as school resource officers. It also directs the Department of Veterans Affairs to coordinate with COPS grant recipients to connect veterans seeking to serve as school resource officers with local law enforcement agencies participating in school-based partnerships.
Solitary Confinement Study and Reform Act of 2022 This bill establishes the National Solitary Confinement Study and Reform Commission to study the impact of solitary confinement on governments, communities, and social institutions. Additionally, the bill (1) directs the Department of Justice to publish national standards to reduce solitary confinement in correctional facilities; and (2) authorizes grants for community-based prevention and education programs, community-based mental health care, or community-based drug treatment or harm reduction.
