HR 8926: Protect Pregnancy Care Centers Act of 2022

Protect Pregnancy Care Centers Act of 2022 This bill directs the Inspectors General of the Department of Justice and the Department of Homeland Security to report to Congress on domestic violent extremism against pregnancy centers. Such report shall include criteria for opening, managing, and closing investigations related to domestic violent extremism; information sharing relating to domestic violent extremism within and between the federal government, state, local, tribal, territorial, and foreign governments, specified congressional committees, nongovernmental organizations, and the private sector; all incidents of domestic violent extremism against pregnancy centers from May 1, 2022, through the date of this bill's enactment; and a recommendation as to criteria to be utilized in establishing a potential program to make grants to pregnancy centers for purposes of enabling grantees to prevent, prepare for, protect against, and respond to domestic violent extremism, and a report on current federal programs and federal funding streams available to pregnancy centers for such purposes.

HR 8814: Protecting Pain-Capable Unborn Children from Late-Term Abortions Act

Protecting Pain-Capable Unborn Children from Late-Term Abortions Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable gestational age of the fetus is 15 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

HR 8759: Bureaucrats to the Border Act

Bureaucrats to the Border Act This bill renames the DHS Volunteer Force of the Office of the Chief Human Capital Officer of the Department of Homeland Security as the DHS Mission Support Force. It also requires new employees of the Internal Revenue Service (IRS) to serve in a 30-day detail with U.S. Customs and Border Protection or U.S. Immigration and Customs Enforcement to assist with immigration proceedings at the southern border; the bill applies to new IRS employees who are hired as a result of recent funding increases for IRS enforcement activities.

HR 8736: GUARD VA Benefits Act

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes criminal penalties and/or fines on individuals for directly or indirectly soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine or imprisonment.

HR 8731: Protect Children’s Innocence Act

Protect Children's Innocence Act This bill places restrictions on the provision of gender affirming care. Gender affirming care includes performing surgery, administering medication, or performing other procedures for the purpose of changing the body of an individual to correspond to a sex that differs from the individual's biological sex. Specifically, the bill makes it a felony to perform any gender affirming care on a minor and it permits a minor on whom such care is performed to bring a civil action against each individual who provided the care. Additionally, the bill prohibits the use of federal funds for gender affirming care or for health insurance that covers such care. Such care may not be provided in a federal health care facility or by a federal employee. The bill also prohibits qualified health plans from including coverage for gender affirming care. Further, plans that include coverage for such care are not eligible for federal subsidies. Finally, the bill prohibits institutions of higher education from offering instruction in gender affirming care. It also makes any non-U.S. national ( alien under federal law) who performs gender affirming care on a minor deportable and inadmissible to the United States. The restrictions under this bill do not apply to the provision of care under certain circumstances such as when an individual does not have normal sex chromosome structure, sex steroid hormone production, or sex steroid hormone action.

HR 8730: Digital Commodities Consumer Protection Act of 2022

Digital Commodities Consumer Protection Act of 2022 This bill grants exclusive jurisdiction to the Commodity Futures Trading Commission over activity involving digital commodities as specified by the bill. The bill defines digital commodities as fungible digital forms of personal property that can be transferred person-to-person without an intermediary. Excluded from this definition are securities, interests in physical commodities, and U.S.-backed digital currencies. The commission does not have jurisdiction over digital commodities used solely for the purchase or sale of a good or service. Digital commodity platforms (including brokers, custodians, dealers, and trading facilities) must register with the commission and comply with risk management and good governance procedures. The bill also sets forth recordkeeping requirements, conflict of interest standards, and other consumer protections.

HR 8703: REVIEW Act of 2022

Require Evaluation before Implementing Executive Wishlists Act of 2022 or the REVIEW Act of 202 2 This bill prohibits a final agency rule from taking effect until (1) the agency submits the rule to the Office of Information and Regulatory Affairs (OIRA), and (2) OIRA makes a determination as to whether the rule is a high-impact rule that may impose an annual cost on the economy of at least $1 billion. In addition, an agency must postpone the effective date of a high-impact rule until the final disposition of all actions seeking judicial review of the rule.

HR 8637: Law Enforcement De-Escalation Training Act of 2022

Law Enforcement De-Escalation Training Act of 2022 This bill directs the Department of Justice (DOJ) to develop scenario-based training curricula (or identify existing curricula) that includes topics such as alternatives to the use of force, de-escalation tactics, and safely responding to an individual experiencing a mental, behavioral health, or suicidal crisis. The bill also directs DOJ to make grants to states for costs associated with providing the training to law enforcement officers or mental health professionals.

HR 8600: Protecting Families from Fertility Fraud Act of 2022

Protecting Families from Fertility Fraud Act of 2022 This bill establishes a new federal criminal offense for knowingly misrepresenting the nature or source of DNA used in assisted reproductive technology or assisted insemination. The term assisted reproductive technology includes any treatment or procedure that involves the handling of human oocytes or embryos, such as in vitro fertilization, gamete intrafallopian transfer, and zygote intrafallopian transfer. The term assisted insemination includes any procedure that involves the handling of sperm including intrauterine insemination. A violation is subject to a fine, a prison term of up to 10 years, or both. Additionally, the bill makes the violation a predicate offense (i.e., an underlying offense) for prosecutions under the federal racketeering statute.

HR 8566: To impose a fee on certain remittance transfers to fund border security.

This bill imposes a 5% transfer fee on remittances sent to recipients outside of the United States, to be paid by the sender. The bill also establishes for U.S. citizens a tax credit equal to the amount that the citizen taxpayer paid in such transfer fees for any taxable year. The bill also provides funding for various border-related activities, such as to build a barrier along the U.S.-Mexico barrier. The funding shall be equal to the amount collected by the transfer fee minus the tax credits allowed.

HR 8528: ACE Act

American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.
