IRS Funding Accountability Act This bill delays for a 60-day period funding for the Internal Revenue Service (IRS) enforcement activities enacted by the Inflation Reduction Act (except for eliminating return processing backlogs and reducing call wait times) until an annual spending plan for such activities is submitted to the congressional tax and appropriation committees. Congress may enact a joint resolution of disapproval of the spending plan before the end of the 60-day period requiring the IRS to submit a new spending plan. The IRS and the Department of the Treasury must make quarterly reports to the committees on expenditures for enforcement activities. The bill requires reductions in appropriations to the IRS for any failure to submit required reports.
Chisholm National Historic Trail and Western National Historic Trail Designation Act This bill designates (1) the Chisholm National Historic Trail, and (2) the Western National Historic Trail. The Department of the Interior shall administer any portion of these trails that is located on nonfederal land only (1) with the voluntary consent of the owner of the nonfederal land, and (2) if the portion qualifies for certification as a component of the applicable trail. The approval by an owner of applicable nonfederal land of a certification agreement shall satisfy the voluntary consent requirement. A certification agreement may be terminated at any time. The establishment of these trails does not authorize any person to enter private property without the consent of the private property's owner. Interior may accept a donation of land or an interest in land for these trails, with specified exceptions. Land or an interest in land may not be acquired for these trails by eminent domain or condemnation.
Surface Mining Control and Reclamation Act Amendments of 2021 This bill reauthorizes the Department of the Interior to collect fees on the production of coal through FY2036, expands the eligible uses of the Abandoned Mine Reclamation Fund, and revises requirements concerning the fund. Under current law, operators of active coal mines must pay such fees through FY2021. Revenue from the fees are deposited into the Abandoned Mine Reclamation Fund, which is used for the reclamation of abandoned coal mines. The bill authorizes Interior to reimburse states and tribal governments from the fund for the emergency restoration, reclamation, abatement, control, or prevention of adverse effects of coal mining practices. It also increases the minimum amount of funds from $3 million to $5 million that Interior must award to states and Indian tribes that have approved abandoned mine reclamation programs.
Arrest Murderers not Ministers Act This bill specifies that in order for the federal government to prosecute individuals for violations of the Freedom of Access to Clinic Entrances Act (which prohibits forceful or threats of forceful interference with an individual's access to reproductive health services or exercise of religious freedom), the violation must involve intentional physical injuries or damage. Any funds that would have been used for prosecutions that are prohibited under the bill must be used to prosecute individuals who commit violent crimes or other specified offenses.
Dr. Joanne Smith Memorial Rehabilitation Innovation Centers Act of 2022 This bill directs the Centers for Medicare & Medicaid Services (CMS) to publish and biennially update a list of all rehabilitation innovation centers. The bill defines rehabilitation innovation centers as rehabilitation facilities that (1) hold specified federal research and training designations for traumatic brain injury or spinal cord injury research, and (2) serve at least a certain number of Medicare patients. The CMS may waive such criteria as it deems appropriate.
This bill requires the Defense Acquisition University of the Department of Defense (DOD) to develop training curricula related to software acquisitions and cybersecurity software or hardware acquisitions and offer the training to applicable DOD contracting officers and individuals with specified acquisition positions. Additionally, DOD must submit to Congress a plan to streamline approval processes related to information assurance and cybersecurity for software acquisitions.
This resolution expresses support for the Supreme Court's holding in Dobbs v. Jackson Women's Health Organization (that there is no constitutional right to abortion). The resolution also applauds the courage of the Justices for standing by their allegiance to the Constitution and the legitimacy of the Supreme Court, and it expresses a commitment to supporting policies that continue to protect all life.
This resolution expresses the sense of the House of Representatives that (1) for purposes of federal law, a person's sex means the person's biological sex at birth; and (2) distinctions between the sexes are justified in certain settings, laws, and policies.
This resolution (1) supports the constitutional rights of parents to assemble and petition school boards, and (2) condemns the weaponization of federal law enforcement agencies against parents exercising their rights.
This resolution urges the Biden Administration to expeditiously restore the Migrant Protection Protocols, a policy requiring many asylum seekers arriving at the southern border to wait in Mexico while their cases are being adjudicated. It also urges the Administration to use certain public health powers, commonly referred to as Title 42 authority, to promptly expel migrants.

Bridging Agency Data Gaps and Ensuring Safety for Native Communities Act or the BADGES for Native Communities Act This bill revises federal policies and procedures related to information sharing, reporting, and investigating cases of missing, unidentified, or murdered Indians. Among other elements, the bill requires the Department of Justice to (1) establish a grant program for specified entities (e.g., tribes) to implement changes to enhance their responses to missing person cases and death investigations of interest to tribes, and (2) work with the Department of Health and Human Services to ensure that federal training resources and culturally appropriate mental health and wellness programs are available to tribal and Bureau of Indian Affairs (BIA) law enforcement officers experiencing occupational stress. The Department of the Interior must establish a five-year demonstration program for the purpose of conducting or adjudicating personnel background investigations for applicants for law enforcement positions in the BIA. The bill also requires the Government Accountability Office to conduct specified studies, including a study on the evidence collection, handling, and processing procedures and practices of federal law enforcement agencies.
