Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2021 or the CONTRACT Act of 2021 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the Social Security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.
Increasing Mental Health Options Act of 2022 This bill provides for an additional payment for clinical psychologists under Medicare who provide services in designated health professional shortage areas. Disaster Management Costs Modernization Act This bill authorizes the use of excess funds for management costs for certain disaster recovery projects. Specifically, excess funds for management costs made available to a grantee or subgrantee may be used for activities associated with building capacity to respond to or recover from incidents. Such funds may also be used to provide such assistance, including for providing training and other activities associated with any major disaster or emergency declaration, or to otherwise prepare for such an incident.
Federal Land Freedom Act This bill sets forth a process that allows a state (including the District of Columbia) to seek to transfer the responsibility of energy development on federal land within its boundaries from the federal government to the state. Federal land does not include land that, as of May 31, 2013, is (1) held for the benefit of an Indian tribe, (2) in the National Park System, (3) in the National Wildlife Refuge System, or (4) in a congressionally designated wilderness area. To qualify for such a transfer of responsibility, a state must have a program that regulates the exploration and development of oil, natural gas, and other forms of energy on its land. The federal responsibility transfers to the state once the state submits to the Department of the Interior, the U.S. Department of Agriculture, and the Department of Energy a declaration that it has such a program and that it seeks to transfer the responsibility. Any action taken by a state to lease, permit, or regulate the exploration and development of energy on federal land in lieu of the federal government is not subject to the Administrative Procedure Act, the National Historic Preservation Act, the Endangered Species Act of 1973, or the National Environmental Policy Act of 1969.
Clean Energy Demonstration Transparency Act of 2022 This bill directs the Department of Energy to submit semiannual reports on the status of certain clean energy demonstration projects.

This is a procedural designation bill with no substantive policy changes, solely renaming a park area.
This bill ratifies the Bureau of Indian Affairs' 2018 decision to place approximately 6.7 acres of land into federal trust for the Samish Indian Nation. It confirms this trust status for the specific land described in the 2018 decision and applies to all current or future legal challenges regarding this land or similar actions. The bill explicitly states it does not prevent the Samish Nation from seeking additional land to be placed into trust in the future. It directly affects the Samish Indian Nation's ownership rights to this specific parcel and their legal standing on related land claims.
