Transparency for Confucius Institutes Act This bill requires an institution of higher education (IHE) that participates in federal student-aid programs to enter into a program participation agreement if a Confucius Institute operates on the IHE's campus. (Confucius Institutes are Chinese government-funded centers for language education and cultural programming at IHEs.) The agreement must be entered into with the Office of Chinese Language Council International (i.e., Confucius Institute Headquarters, Hanban) and be made publicly available online. Among other requirements, the Confucius Institute must be physically located apart from the IHE's own Chinese language, history, and cultural programs.
Outdated AUMF Repeal Act This bill repeals the authorizations for the use of military force against Iraq (dated January 14, 1991, and October 16, 2002) and repeals a joint resolution authorizing the provision of military assistance in the general area of the Middle East (dated March 9, 1957).
This resolution honors the life and legacy of former Representative Ronald Wright and extends the condolences of the House of Representatives to his wife and family.
Guard the Border Act This bill requires the Department of Defense (DOD) to reassign 95% of National Guard members deployed to the National Capital Region on or after January 6, 2021, in response to the attacks on the U.S. Capitol building and grounds. Specifically, DOD must reassign such members to support U.S. Customs and Border Protection in (1) securing the southern land border of the country, and (2) management and care for migrants at the border. DOD must report on the results of a study assessing the effects of such reassignment.
Highway Formula Fairness Act This bill modifies the formula that the Department of Transportation uses to apportion federal highway funds among the states for the national highway performance program, the surface transportation block grant program, the highway safety improvement program, the congestion mitigation and air quality improvement program, the national highway freight program, and metropolitan transportation planning.
Sister City Transparency Act This bill requires the Government Accountability Office to study the activities of sister city partnerships involving foreign communities in countries that received a score of 45 or less on Transparency International's 2019 Corruption Perceptions Index. A sister city partnership is a formal agreement between a U.S. community and a foreign community that is recognized by Sister Cities International and that is operating within the United States. Among other elements, the required study must (1) identify oversight practices that U.S communities implement to mitigate the risks of foreign espionage and economic coercion within sister city partnerships, (2) assess the extent to which U.S. communities ensure transparency regarding sister city partnership contracts and activities, and (3) review the range of activities conducted within sister city partnerships.
Support Children Having Open Opportunities for Learning Act of 2021 or the SCHOOL Act of 2021 This bill allows certain federal funds for elementary and secondary education to follow the student to the school that they attend (i.e., public, private, or home school), regardless of whether the student is learning in person or remotely. These funds may be used for educational and instructional materials, tutoring, tuition for private school, and extracurricular activities.
Death Tax Repeal Act This bill repeals the estate and generation-skipping transfer taxes. It also makes conforming amendments related to the gift tax.
This resolution repeals the authority for Members of the House of Representatives to conduct remote voting by proxy and remote committee activity.
